Real Estate Disposition: Closure of an unimproved portion Woodruff Avenue Public Right-of-Way

 

SUMMARY:

 

An ordinance closing, vacating and abandoning an unimproved portion Woodruff Avenue Public Right-of-Way located between New City Blocks 10934, 10979, and 12807 in Council District 3 as requested by the Neighborhood & Housing Services Department.

 

 

BACKGROUND INFORMATION:

 

City of San Antonio Neighborhood & Housing Services Department, Petitioner, is requesting to close, vacate and abandon a portion of the unimproved Woodruff Avenue Public Right-of-Way located between New City Blocks 10934, 10979, and 12807 in Council District 3 as shown in Exhibit “A”. The City plans to assemble the closure with its abutting property located at 7402 S. New Braunfels Avenue.

 

Petitioner is requesting this closure for purpose of completing the City’s 2017 Neighborhood Improvements Bond Program project, Greenline North, as shown in Exhibit “B”. If approved, the City will finalize a sale to allow for the Bond Program’s affordable mixed-income multi-family housing development.

 

There was no opposition to the closures by City departments or utilities during the canvassing process. The Highland Hills Neighborhood Association has no objections to the closure. The two property owners abutting the portion of Woodruff Avenue Public Right-of-Way requested for closure have consented by signing the petition.

 

ISSUE:

 

This ordinance approves the closure, vacation and abandonment of an unimproved portion Woodruff Avenue Public Right-of-Way located between New City Blocks 10934, 10979, and 12807 in Council District 3 as requested by Neighborhood & Housing Services Department.

 

The City plans to assemble the closure with its abutting property located at 7402 S. New Braunfels Avenue. Petitioner is requesting this closure for future development purposes as shown in Exhibit “B”. The public right-of-way consists of 2.064 acres (89,901 square feet). If approved, the City will finalize a sale to allow for multi-family housing development.

 

This action is consistent with City Code and Ordinances, which requires City Council approval for the sale or disposition of City-owned or controlled real property.

 

ALTERNATIVES:

 

City Council could choose not to approve this request; however, if not approved, the City of San Antonio Neighborhood & Housing Services Department would be unable to move forward with the City’s 2017 Neighborhood Improvements Bond Program project, Greenline North in Council District 3.

 

FISCAL IMPACT:

 

There is no fiscal impact associated with this city-initiated action.

 

RECOMMENDATION:

 

Staff recommends approval of this request to close, vacate and abandon an unimproved portion Woodruff Avenue Public Right-of-Way located between New City Blocks 10934, 10979, and 12807 in Council District 3. The closure will allow Petitioner to move forward with the intended redevelopment of the site.

 

The City of San Antonio's Planning Commission recommended approval of this request at its regular meeting on June 10, 2020.
