SUBJECT:

Consideration of Applicants to the San Antonio Water System Board of Trustees (3 slots) and confirmation of Mayoral recommendation for Chair.

SUMMARY:

The Governance City Council Committee will review applications submitted and may interview up to three applicants for consideration by the City Council for appointment to the San Antonio Water System Board of Trustees, two for the remainder of unexpired terms of office to expire May 31, 2022, and one for the remainder of an unexpired term ending May 31, 2024. The available categories are North Sector, South Sector, and Southeast Quadrant.


BACKGROUND INFORMATION:

On April 30, 1992, the City Council created the San Antonio Water System by Ordinance 75686. Section 32 of this Ordinance prescribes management of the System by a Board of Trustees, which includes the Mayor as an ex-officio member. Paragraph D provides that all vacancies on the board shall be filed by a majority vote of all members of the City Council then holding office.

The San Antonio Water System Board of Trustees is vested with the complete management, control and operation of the Water System. The Board controls the expenditure and application of the revenues of the System and makes recommendations to the City Council concerning rates, fees, and changes for services rendered by the System. Members serve a 4-year term of office, beginning on June 1 and ending on May 31, and are limited to serving 2 terms of office, unless their first appointment was for the remainder of an unexpired term of office of less than two years.

Paragraph 4 of Ordinance No. 87010, passed on November 20, 1997, requires trustees to be U.S. citizens and reside inside the corporate limits of the City or inside the area served by the System.
