Pre-K 4 SA Board of Directors Appointment

 

 

SUMMARY:

 

This item allows the Governance Committee to forward recommendations to the full City Council for appointment to the Pre-K 4 SA Board of Directors for the City Council District 10 appointment for Board Member whose term ends on May 31, 2022.

 

 

BACKGROUND INFORMATION:

 

The Early Childhood Education Municipal Development Corporation (Pre-K 4 SA) Board of Directors is comprised of 11 Board Members. In accordance with the Pre-K 4 SA bylaws, the Board of Directors is appointed by the City Council and the Mayor. Each City Council member and the Mayor appoint one Director to the Board. The Mayor's appointee serves as the Chairperson of the Board. District appointees do not have to reside in the City Council District for which they are serving, but they do need to have residency in the City of San Antonio.

 

Board Members serve two-year staggered terms. Appointees of odd-numbered City Council Districts are serving a term of two years beginning on May 31, 2019 through May 31, 2021. The even-numbered City Council Districts appointments also serve a two-year term that will end on May 31, 2022.

 

 

ISSUE:

 

The City Council Member for City Council District 10 has recommended appointing Jan Kirby to serve for District 10. Ms. Kirby expressed a willingness to serve on the Pre-K 4 SA Board of Directors. If approved by Council, the term for Jan Kirby will last through May 31, 2022.

 

After the Governance Committee meeting on June 17, 2020, the District 10 nominee will be presented to the full City Council on August 6, 2020.

 

Jan Kirby has a Bachelor’s in Education and a Master’s in Early Childhood Education. She has eight years’ experience teaching pre-school and kindergarten in both the public and private sector. In addition, she has 23 years’ experience teaching special education in pre-schools. Ms. Kirby has ESL certifications and has worked as a Bilingual interpreter for NISD. Her work in the community includes serving on the Northern Hills HOA for the last 13 years, as well as volunteering at Morgan’s Wonderland and teaching Children’s Choir.

 

 

ALTERNATIVES:

 

City staff worked with the District 10 City Council Member to provide them Board appointee options. The recommendation herein is consistent with the City Council District’s input.

 

 

FISCAL IMPACT:

 

There is no fiscal impact associated with this briefing.

 

 

RECOMMENDATION:

 

Staff recommends that the Governance Committee approve forwarding the new appointee for City Council District 10 to the full City Council for consideration of approval.
