SUMMARY:

An ordinance approving a task order to a Job Order Contract with Belt Built Contracting, LLC in an amount not to exceed $172,380.00 for Beacon Hill Linear Park, a 2017 Bond funded project, located in Council District 1. Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.


BACKGROUND INFORMATION:

Project Background
On May 6, 2017, the City approved the 2017 Bond Program authorizing $300,000.00 for improvements to Beacon Hill Linear Park located in Council District 1. Several public meetings were held with the Beacon Hill community to gather feedback on improvements to Beacon Hill Linear Park. The project will provide for a new playground equipped with a hurricane spinner, a concrete tunnel and wood mulch surfacing for the children's play area within the neighborhood linear park. Additionally, the project will include new, decomposed granite segments at Lullwood Avenue and Lullwood Green, two exercise nodes at Lullwood Green and Michigan Avenue, a picnic area at Lullwood Avenue and the addition of dry creek beds with plantings and trash receptacles. Construction is anticipated to begin September 2020 and is estimated to be completed by January 2021.

Procurement of Services
This project was selected to utilize Job Order Contracting (JOC), an alternative project delivery method in which ten contractors were approved through Ordinance 2019-02-21-0134 by City Council on February 21, 2019. The use of the JOC delivery method provides the City with on-call construction, renovation and maintenance services for City buildings and facilities.
