Contract Award:  Downtown Parks (Columbus Park & Travis Park) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including two additive alternates to ASD Consultants, Inc. in the amount of $634,327.00 for the Downtown Parks (Columbus Park & Travis Park) project, a previously authorized debt, Tax Notes and 2017 Bond funded project, located in Council District 1.  Funds are available from previously authorized debt proceeds, Tax Notes and the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $1,250,000.00 for improvements to Downtown Parks including Columbus, Maverick, Milam and Travis Parks.  This contract will specifically address improvements at Columbus Park and Travis Park. 

 

The improvements to Columbus Park will include the construction of a new plaza and shade structure, modifications to parking, lighting and electrical upgrades, the installation of new sidewalks, ADA modifications and landscaping.  The two additive alternates accepted as part of this contract for Columbus Park will provide for the installation of a new restroom structure and bocce ball court.  The improvements to Travis Park will include electrical and irrigation upgrades and paving modifications for public safety. Construction is anticipated to begin in September 2020 and estimated to be completed by March 2021.

 

Procurement of Services

This project was advertised on March 25, 2020 for construction bids in the San Antonio Hart Beat, the City’s Website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding website CivCast and through the PWD Small Business Office.  Bids were opened on April 28, 2020 and eight bids were received. Of these, ASD Consultants, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 30% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African-American Business Enterprise (AABE) subcontracting goal. ASD Consultants, Inc. has committed to meeting the subcontractor participation goals.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract including two additive alternates to ASD Consultants, Inc. in the amount of $634,327.00 for the Downtown Parks (Columbus Park & Travis Park) project, a previously authorized debt, Tax Notes and 2017 Bond funded project, located in Council District 1.

 

The improvements to Columbus Park will include the construction of a new plaza and shade structure, modifications to parking, lighting and electrical upgrades, the installation of new sidewalks, ADA modifications and landscaping.  The two additive alternates accepted as part of this contract for Columbus Park will provide for the installation of a new restroom structure and bocce ball court.  The improvements to Travis Park will include electrical and irrigation upgrades and paving modifications for public safety.

 

Construction is anticipated to begin in September 2020 and estimated to be completed by March 2021.  The parks will remain open during construction with some restrictions to areas under construction.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $634,327.00 payable to ASD Consultants, Inc.  Funds in the amount of $147,000.00 are available from Tax Notes for the new restroom structure included as part of the improvements to Columbus Park and funds in the amount of $150,000.00 are available from previously authorized debt proceeds for other improvements to Columbus Park.  Funds in the amount of $337,327.00 are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including two additive alternates in the amount of $634,327.00 to ASD Consultants, Inc. for the Downtown Parks (Columbus Park & Travis Park) project.
