FY 2020 - 2021 Task Order Contract Pavement Markings Packages A & B

 

 

SUMMARY:

 

Consideration of the following two contracts totaling $6,606,960.00 to complete roadway pavement markings located citywide:

 

A.                     An ordinance accepting the lowest responsive bid and awarding the FY 2020 - 2021 Task Order Contract for Pavement Markings Package A in an amount not to exceed $3,433,880.00 to M & M Striping & Power Washing, LLC for completion of roadway pavement markings located citywide. 

 

B.                     An ordinance accepting the lowest responsive bid and awarding the FY 2020 - 2021 Task Order Contract for Pavement Markings Package B in an amount not to exceed $3,173,080.00 to M & M Striping & Power Washing, LLC for roadway pavement markings located citywide.

 

 

BACKGROUND INFORMATION:

 

Project Background

The FY 2020 and proposed FY 2021 budget contains $5,650,000.00 for the maintenance of citywide pavement markings. This funding will provide for the completion of approximately 235 centerline miles of pavement markings for each respective fiscal year. 

 

These task order contracts are capacity-based contracts that will be utilized primarily to complete pavement marking maintenance of existing markings on projects identified in the FY 2020 and FY 2021 Infrastructure Management Programs along with additional projects that materialize throughout the contract term and can be completed within the contract capacity. Work activities will be allocated in the form of task orders as availability of funds are identified.

 

Procurement of Services

A.                     The FY 2020 - 2021 Task Order Contract for Pavement Markings Package A was advertised in April 2020 for construction bids in the San Antonio Hart Beat, on the City of San Antonio Bidding and Contracting Opportunities website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CIVCAST and through the Public Works Small Business Office.  Bids for Package A were opened on May 5, 2020 and three bids were received.  Of these, M & M Striping & Power Washing, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

B.                     The FY 2020 - 2021 Task Order Contract for Pavement Markings Package B was advertised in April 2020 for construction bids in the San Antonio Hart Beat, on the City of San Antonio Bidding and Contracting Opportunities website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CIVCAST and through the Public Works Small Business Office.  Bids for Package B were opened on May 12, 2020 and three bids were received.  Of these, M & M Striping & Power Washing, LLC submitted the lowest responsive bid.  A matrix of bid outcome is included herein.

 

These contracts will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 34% Small Business Enterprise (SBE) subcontracting goal. M & M Striping & Power Washing, LLC is a Small/Minority Business Enterprise (S/MBE) and has committed to meeting subcontractor participation goal.

 

These construction contracts were developed utilizing the low bid process; therefore, Discretionary Contracts Disclosure Forms are not required.

 

 

ISSUE:

These task order contracts will be utilized primarily to complete pavement marking maintenance of existing markings on projects identified in the FY 2020 and FY 2021 Infrastructure Management Programs along with additional projects that materialize throughout the contract term and can be completed within the contract capacity.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve this ordinance and the use of an outside contractor to complete these projects.  However, the equipment required for this type of pavement markings is not available in-house and completion of this volume of pavement markings is not feasible with current resources.

 

 

FISCAL IMPACT:

 

A.                     This ordinance accepts the lowest responsive bid and awards the FY 2020 - 2021 Task Order Contract for Pavement Markings Package A in an amount not to exceed $3,433,880.00 to M & M Striping & Power Washing, LLC.  Funds are not encumbered by this action. Potential funding sources may include, but are not limited to, the General Fund, the Advanced Transportation District (ATD) Fund and Neighborhood Access and Mobility Program (NAMP) funds.

 

B.                     This ordinance accepts the lowest responsive bid and awards the FY 2020 - 2021 Task Order Contract for Pavement Markings Package B in an amount not to exceed $3,173,080.00 to M & M Striping & Power Washing, LLC.  Funds are not encumbered by this action. Potential funding sources may include, but are not limited to, the General Fund, the Advanced Transportation District (ATD) Fund and Neighborhood Access and Mobility Program (NAMP) funds.

 

Requirements and associated work activities shall be detailed in individual task orders as availability of funds is identified. The City makes no minimum guarantee pertaining to the volume of work.  If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

 

RECOMMENDATION:

 

Staff recommends approval of these two contracts to M & M Striping & Power Washing, LLC in the total amount of $6,606,960.00 to complete roadway pavement markings located citywide.
