Contract Award: Bitters Road Intersection & Sidewalks (Savannah Pass to Blanco Road) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to All In Construction, LLC in the amount of $2,325,029.69 of which $4,700.70 will be reimbursed by San Antonio Water System (SAWS) and $11,281.77 will be reimbursed by CPS Energy for the Bitters Road Intersection & Sidewalks (Savannah Pass to Blanco Road) project, a 2017 Bond funded street project, located in Council District 9. Funds are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $5,080,000.00 for street intersection improvements for the Bitters Road Intersection & Sidewalks (Savannah Pass to Blanco Road) project located in Council District 9.

 

This project will provide for the improvement of street intersections at Blanco Road, Savannah Pass and Partridge Trail.  Improvements include but not limited to the construction of the respective intersections, traffic signals, addition of turn lanes as appropriate and sidewalks. Project construction is anticipated to begin September 2020 and estimated to be completed June 2021. 

Procurement of Services

This project was advertised on April 22, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the Public Works Small Business Office.  Bids were opened on Tuesday May 26, 2020 and four bids were received.  Of these, All In Construction, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African American Business Enterprise (AABE) subcontracting goal.  All In Construction, LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to All In Construction, LLC in the amount of $2,325,029.69 of which $4,700.70 will be reimbursed by San Antonio Water System (SAWS) and $11,281.77 will be reimbursed by CPS Energy for the Bitters Road Intersection & Sidewalks (Savannah Pass to Blanco Road) project, a 2017 Bond funded street project, located in Council District 9.

This project will provide for the improvement of street intersections at Blanco Road, Savannah Pass and Partridge Trail.  The intersection at Blanco Road will include the addition of a right turn lane on Bitters Road to connect northbound onto Blanco Road.  The intersection at Savannah Pass and Partridge Trail will include the addition of left turn lanes. The project will also provide for the replacement of traffic signalizations at Partridge Trail, traffic adjustments at Blanco Road, pavement markings at new turn lane locations as well as intersections, sidewalk improvements along Bitters Road and mill and overlay at the intersections.

Project construction is anticipated to begin September 2020 and estimated to be completed June 2021.  Construction activities will take place six days a week, sunrise to sunset.

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $2,325,029.69 payable to All In Construction, LLC.  Of this amount, $4,700.70 will be reimbursed by San Antonio Water System (SAWS) and $11,281.77 will be reimbursed by CPS Energy.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to All In Construction, LLC in the amount of $2,325,029.69, of which $4,700.70 will be reimbursed by San Antonio Water System (SAWS) and $11,281.77 will be reimbursed by CPS Energy for the Bitters Road Intersection & Sidewalks (Savannah Pass to Blanco Road) project.
