Contract Award: Evans Road (Highway 281 to Caliza Drive) (2017 Bond Project)
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to E-Z Bel Construction, LLC in the amount of $1,553,971.56 of which $3,900.00 will be reimbursed by San Antonio Water System (SAWS) for the Evans Road (Highway 281 to Caliza Drive) project, a 2017 Bond funded project, located in Council District 9. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.
BACKGROUND INFORMATION:
Project Background
On May 6, 2017, voters approved the 2017 Bond Program which authorized $2,700,000.00 for street intersection improvements related to the Evans Road (Highway 281 to Caliza Drive) project located in Council District 9.
This project will provide for intersection and corridor improvements including upgrading medians and traffic signals on Evans Road from Hwy 281 to Caliza Drive. Construction is anticipated to begin September 2020 and estimated to be completed by June 2021.
Procurement of Services
This project was advertised on April 22, 2020 for construction bids in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the Public Works Small Business Office. Bids were opened on Tuesday June 2, 2020 and three bids were received. Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
