Contract Award: Barbara Drive Phase 2 (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to E-Z Bel Construction, LLC in the amount of $6,430,972.00 of which $156,081.65 will be reimbursed by San Antonio Water System (SAWS) and $63,605.60 will be reimbursed by CPS Energy for the Barbara Drive Phase 2 project, a Stormwater Operating and 2017 Bond funded project, located in Council District 1.  Funds are available from the Stormwater Operating Fund and the 2017-2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program. 

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $8,700,000.00 for drainage work related to the Barbara Drive Phase 2 project located in Council District 1.  This project is a continuation of a multi-phase improvement project to relocate the floodplain away from structures.

 

This proposed phase will provide for a larger outfall at McCullough Avenue and replace the existing box culverts with larger box culverts underneath Barbara Drive. Additionally, the street will be reconstructed along McCullough Avenue at the intersection of Barbara Drive, Barbara Drive from McCullough to Oblate and Mountain Top from Melba to Barbara Drive. Construction is anticipated to begin September 2020 and estimated to be completed in November 2021.

 

Procurement of Services

This project was advertised on May 13, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the Public Works Small Business Office.  Bids were opened on June 9, 2020 and four bids were received.  Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 22% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise (AABE) subcontracting goal.  E-Z Bel Construction, LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

The street reconstruction will include the installation of new box culverts, storm sewer pipe, sidewalks, curbs and driveway approaches as appropriate.  The additive alternate (1) accepted as part of this phase of the project will provide for the installation of new storm sewer inlets and storm sewer pipe along Mountain Top to allow stormwater underground connectivity to Barbara Drive. Construction is anticipated to begin September 2020 and estimated to be completed in November 2021.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $6,430,972.00 of which $156,081.65 will be reimbursed by San Antonio Water System (SAWS) and $63,605.60 will be reimbursed by CPS Energy.  Funds are available from the Stormwater Operating Fund and the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to E-Z Bel Construction, LLC in the amount of $6,430,972.00 of which $156,081.65 will be reimbursed by San Antonio Water System (SAWS) and $63,605.60 will be reimbursed by CPS Energy for the Barbara Drive Phase 2 project.
