Contract Award: 2020 - 2023 Traffic Signal Installation Task Order Contract Package 1

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding the 2020 - 2023 Traffic Signal Installation Task Order Contract Package 1 in an amount not to exceed $4,290,004.80 to E-Z Bel Construction, LLC for the construction and installation of traffic signals and other traffic related equipment associated with transportation projects located Citywide.  Funds are available and included in the FY 2020 - FY 2025 Capital Improvement Program and may be funded from various funding sources to include, but not limited to, General Obligation Bond, General Fund, Advanced Transportation District Fund, debt proceeds or other funding sources.

 

 

BACKGROUND INFORMATION:

 

Project Background

This task order contract will be utilized on an as-needed basis to construct and install traffic signals and other traffic related equipment associated with transportation projects located Citywide.  Use of this contract allows for expedited delivery of capital projects and provides a cost savings to the City based on negotiated rates for a larger volume of work. 

 

Procurement of Services

This task order contract was advertised on February 21, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast.  Bids were opened on March 24, 2020 and two (2) bids were received.  Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 10% Minority/Women Business Enterprise (M/WBE) subcontracting goal. E-Z Bel Construction, LLC has committed to meeting the subcontractor participation goal.

 

This contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards the 2020 - 2023 Traffic Signal Installation Task Order Contract Package 1 to E-Z Bel Construction, LLC in an amount not to exceed $4,290,004.80 for the construction and installation of traffic signals and other traffic related equipment associated with transportation projects located Citywide. 

 

This task order contract will be utilized on an as-needed basis to construct and install traffic signals and other traffic related equipment associated with Pedestrian and Mobility 2017 Bond Program, FY 2020 - FY 2023 Infrastructure Management Program and Neighborhood Access and Mobility Program (NAMP) projects.  Projects may also be part of other work identified through the length of the contract.  Projects can include, but are not limited to, the installation of traffic signals, pedestrian hybrid beacons, school flashers, Intelligent Transportation System (ITS) devices and any other related transportation work. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose to not award this contract and request staff to individually bid out each project for construction.  However, the construction bid prices may be greater than those estimated in the proposed Task Order Contract and bidding projects individually could adversely affect the timely completion of these projects. 

 

 

FISCAL IMPACT:

 

This ordinance authorizes an amount not to exceed $4,290,004.80 payable to E-Z Bel Construction, LLC for the 2020 - 2023 Traffic Signal Installation Task Order Contract Package 1.  Funds are not encumbered by this action.  Funds for this contract shall be allocated from specific project funds at the time the work is required.  Potential funding sources may include, but are not limited to, General Obligation Bonds, General Fund, Advanced Transportation District (ATD) Fund, debt proceeds or other funding sources.

 

Requirements for each task shall be detailed in individual task orders assigned.  The City makes no minimum guarantee pertaining to the volume of work that may be expected from the contractor.  If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding the 2020 - 2023 Traffic Signal Installation Task Order Contract Package 1 to E-Z Bel Construction, LLC in the amount of $4,290,004.80 for the construction and installation of traffic signals and other traffic related equipment associated with transportation projects located Citywide.
