SUBJECT: Ratification of SAPD Concealable Body Armor

SUMMARY:

This ordinance authorizes ratification of payment to Nardis Inc., dba Nardis Public Safety in the amount of $75,243.12 for the purchase of concealable body armor equipment required by the San Antonio Police Department (SAPD) for cadet classes. Funding is available from the FY2020 San Antonio Police Department General Fund budget.

BACKGROUND INFORMATION:

Submitted for Council consideration and action are six invoices submitted by Nardis Inc., dba Nardis Public Safety for eighty-six Concealable Body Armor Level AXIIIA vests required by SAPD Training Academy for cadet classes. Delivery of this equipment was required prior to award of the annual contract for Concealable Body Armor to Nardis, Inc. in December 2019. Upon completion of cadet training, these vests become standard issue equipment for daily wear as protection against ballistic threats.




ISSUE:

This ordinance ratifies payment to Nardis Inc., dba Nardis Public Safety in the amount of $75,243.12 for the purchase of eighty-six Concealable Body Armor Level AXIIIA vests for cadets. Upon completion of training, these vests will become standard issue equipment. The Collective Bargaining Agreement between the City of San Antonio and the San Antonio Police Officers Association requires all officers be provided with a protective vest.

This ratification is an exception to the Small Business Economic Development Advocacy (SBEDA) and Local Preference Programs.

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

ALTERNATIVES:

This ratification is to provide cadets Concealable Body Armor Level AXIIIA vests required for the San Antonio Police Department.
