Contract Award: District 5 Drainage Improvements (W. Gerald Avenue)
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract to Pronto Sandblasting and Coating and Oil-Field Company, Inc. in the amount of $1,254,979.50 of which $367,191.00 will be reimbursed by San Antonio Water System (SAWS) for the District 5 Drainage Improvements (W. Gerald Avenue) project, a previously authorized debt funded project, located in Council District 5. Funds are available from previously authorized debt proceeds and are included in the FY 2020 - FY 2025 Capital Improvement Program.
BACKGROUND INFORMATION:
Project Background
As part of the City’s FY 2018 Adopted Budget, $1,365,000.00 was approved for drainage improvements including street reconstruction and sidewalks for the District 5 Drainage Improvements (W. Gerald Avenue) project located in Council District 5.
Area residents have expressed concerns about localized drainage issues and the length of time storm runoff remains on W. Gerald Avenue. This project will provide for the construction of an underground storm drain system at W. Gerald Avenue from Somerset Road to 963 feet west of Somerset Road allowing flood relief to the street and surrounding neighborhood. Project construction is anticipated to begin in September 2020 and estimated to be completed in February 2021.
Procurement of Services
This project was advertised on June 3, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the electronic bidding site CivCast website. Bids were opened on June 30, 2020 and eight (8) bids were received. Of these, Pronto Sandblasting and Coating and Oil-Field Company, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise (AABE) subcontracting goal. Pronto Sandblasting and Coating and Oil-Field Company, Inc. has committed to meeting the subcontractor participation goals.
This construction contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.
ISSUE:
This ordinance accepts the lowest responsive bid and awards a construction contract to Pronto Sandblasting and Coating and Oil-Field Company, Inc. in the amount of $1,254,979.50 of which $367,191.00 will be reimbursed by San Antonio Water System (SAWS) for the District 5 Drainage Improvements (W. Gerald Avenue) project, a previously authorized debt funded project, located in Council District 5.
This project will provide for the construction of an underground storm drain system at W. Gerald Avenue from Somerset Road to 963 feet west of Somerset Road allowing flood relief to the street and surrounding neighborhood. The project will also provide for full-depth pavement reconstruction including curb, sidewalk, driveway approaches and utility improvements. Project construction is anticipated to begin in September 2020 and estimated to be completed in February 2021.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project; however, the additional time required for another solicitation would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in an amount of $1,254,979.50 payable to Pronto Sandblasting and Coating and Oil-Field Company, Inc. Of this amount, $367,191.00 will be reimbursed by San Antonio Water System (SAWS). Funds are available from previously authorized debt proceeds and are included in the FY 2020 - FY 2025 Capital Improvement Program.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to Pronto Sandblasting and Coating and Oil-Field Company, Inc. in the amount of $1,254,979.50 of which $367,191.00 will be reimbursed by San Antonio Water System (SAWS) for the District 5 Drainage Improvements (W. Gerald Avenue) project.
