SUBJECT:

The Texas Historical Commission Certified Local Government FORUM 2020 Registration Fee Grant Acceptance

SUMMARY:

This ordinance ratifies the submission of a grant application and authorizes acceptance of funds upon award, not to exceed $700.00, from the Texas Historical Commission for participant registrations for the National Alliance of Preservation Commission’s FORUM 2020 conference.

BACKGROUND INFORMATION:

The Texas Historical Commission (THC) offers stipends for individuals from Certified Local Governments in Texas to attend the FORUM 2020 conference. While the conference was initially scheduled to be held in Tacoma, Washington, the conference has been rescheduled as a virtual conference and the grant covers participant registration.

FORUM 2020 is the National Alliance of Preservation Commissions' biennial training program for local preservation boards and commissions. The FORUM conference is focused on the needs and issues of preservation commissions and commission staff. The conference will provide valuable training for the Department’s duties related to staffing the Historic and Design Review Commission (HDRC). OHP staff has also been selected to present at two sessions during the conference.

ISSUE:

If awarded and accepted, eligible expenses for up to seven staff members will be reimbursed by the THC, a value of $700.00. The City will pay the registration fees up front, and then request reimbursement from THC following the conference.

ALTERNATIVES:

Non-acceptance of the grant would limit the number of staff members who may attend the conference.

FISCAL IMPACT:

This ordinance ratifies the submission of a grant application and authorizes acceptance of funds upon award, not to exceed $700.00, from the Texas Historical Commission for participant registrations for the National Alliance of Preservation Commission’s FORUM 2020 conference. There is no match requirement for this grant, therefore, no fiscal impact to the City.

RECOMMENDATION:

Staff recommends that the City Council ratify the grant proposal and authorize the acceptance of the cost reimbursement grant.
