SUBJECT:

Extreme Temperature Batteries for the Public Works Department

SUMMARY:

An Ordinance authorizing acceptance of a bid from Atlantic Battery Company, Inc. to provide the Public Works Department with Extreme Temperature Batteries for a total cost of $70,785.00. Funding is available through the FY 2020 adopted Annual Operating Budget.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached tabulation of five competitive bids to provide for the one-time purchase of five hundred Extreme Temperature Batteries for a total cost of $70,785.00. These batteries are completely sealed and maintenance free.
This contract provides for the purchase of replacement batteries for the traffic signal Battery Backup System (BBS). The BBS equipment is used to provide uninterruptible backup power at many signalized intersections to ensure reliability and continued operability in extreme or emergency conditions. In order to maintain system functionality, batteries must be replaced at the end of their useful life.

The low bid was submitted by Atlantic Battery Company, Inc., Alternate Bid 1, however the bid was deemed non-responsive for failure to meet the required specifications. The Public Works Department reviewed the battery specifications and the location of the battery connector was not low enough to fit into the confined space of the traffic controller in which this battery would be located. The Public Works Department recommends award to Atlantic Battery Company, Inc., Original Bid response.
