CITY OF SAN ANTONIO
GOVERNMENT & PUBLIC AFFAIRS DEPARTMENT
MEMORANDUM
TO: Intergovernmental Relations Council Subcommitee
FROM: Jeff Coyle, Director of Government & Public Affairs
SUBJECT: Federal Legislative Update
DATE: August 7, 2020
At the Intergovernmental Relations Subcommittee meeting on August 12, 2020, Government & Public Affairs staff will provide a legislative update regarding the status of negotiations for additional Congressional Coronavirus stimulus funding.
House and Senate leadership are continuing negotiations on the scope of the next Coronavirus response funding package. On May 15, the U.S. House of Representatives passed the Health and Economic Recovery Omnibus Emergency Solutions Act (HEROES Act). The legislation would provide $3 trillion in additional stimulus funding to help address COVID-19.
On July 27, the U.S. Senate unveiled a $1 trillion Coronavirus relief package, the Health, Economic Assistance, Liability protection and Schools Act, S.1624 (HEALS Act). The HEALS Act is a collection of nine bills introduced by several Republican Senators.
Each proposed legislative package served as the opening bid for negotiations between the two chambers. While the Senate is scheduled to begin a month-long break today, August 7th, negotiators will continue to work on a compromise and Congress will return to Washington to vote if an agreement is reached.
