Administrative Change Order: Hardberger Park Project (2017 Bond)

 

 

SUMMARY:

 

An ordinance approving an administrative change order, on behalf of the City of San Antonio, in the amount of $182,325.00 to authorize payment to SpawGlass Civil Construction Inc. for the Hardberger Park Project, a 2017 Bond funded project, located in Council Districts 8 and 9.  Funds are available within the project from the Tree Canopy Preservation and Mitigation Fund and are included in the FY 2020 - FY 2025 Capital Improvement Program. 

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, the voters approved the 2017 Bond Program, which included the authorization of $13,000,000.00 for improvements associated with the Hardberger Park Project.  Of these funds, $7,500,000.00 were authorized from Proposition 1 Streets, Bridges & Sidewalk Improvements and $5,500,000.00 were authorized from Proposition 3 Parks, Recreation & Open Spaces.  Additionally, a Donation Agreement with the Phil Hardberger Park Conservancy contributed $10,000,000.00 to the project from public and private donors and with the appropriation of funds in the amount of $182,325.00 from the Tree Canopy Preservation and Mitigation Fund, funds in the total amount of $23,182,325.00 are available for the Hardberger Park Project.

 

Previous Council Action

A construction contract in the amount of $18,265,000.00 was awarded to SpawGlass Civil Construction Inc. through Ordinance 2018-09-06-0680 for the Hardberger Park Project.  Funds  in the amount of $182,325.00 were allocated from the Tree Canopy Preservation and Mitigation Fund.  This administrative change order adds the previously appropriated Tree Canopy funds to the contract with SpawGlass Civil Construction, Inc. to enhance tree canopy preservation and allow sufficient capacity for growth within Hardberger Park.

ISSUE:

 

This ordinance approves an administrative change order, on behalf of the City of San Antonio, in the amount of $182,325.00 and authorizes payment to SpawGlass Civil Construction Inc. for the Hardberger Park Project, a 2017 Bond funded project, located in Council District 8 and 9.

 

The appropriation of funds in the amount of $182,325.00 from the Tree Canopy Preservation and Mitigation Fund were authorized by City Council through Ordinance 2018-09-06-0680 for the Hardberger Park project but were not included as part of the contract award to SpawGlass Civil Construction, Inc.  This proposed administrative change order adds these funds to the contract with SpawGlass Civil Construction, Inc. for the establishment of new trees and installation of irrigation.  The additional trees and native vegetation will restore the project site, provide shade by increasing the tree canopy at Hardberger Park and help to prevent erosion.  Project construction for Hardberger Park began in November 2018 and is estimated to be completed by October 2020.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve the change order and require staff to complete a bid process for the work.  However, this would lead to delays of the project and a likely an increase in price. Additionally, the tree canopy preservation goals associated with the project would not be met. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $182,325.00 payable to SpawGlass Civil Construction Inc. for tree canopy preservation within Hardberger Park. Funds in the amount of $182,325.00 are available within the project previously appropriated from the Tree Canopy Preservation and Mitigation Fund and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of the City requested administrative change order in the amount of $182,325.00 for the Hardberger Park Project.
