Contract Award:  Thomas Jefferson High School (Area Streets) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $2,167,864.31 of which $13,000.00 will be reimbursed by San Antonio Water System (SAWS) and $125,902.50 will be reimbursed by CPS Energy for the Thomas Jefferson High School (Area Streets) project, a 2017 Bond funded project, located in Council District 7.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $3,600,000.00 for street and sidewalk improvements for the Thomas Jefferson High School (Area Streets) project located in Council District 7.  The project will provide for street improvements within the Thomas Jefferson High School area to include landscaping, lighting, restoration, traffic signal upgrades and associated improvements as appropriate.  Project construction is anticipated to begin in September 2020 and estimated to be completed by November 2021.

 

Procurement of Services

This project was advertised on June 3, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, and through the electronic bidding site CivCast.  Bids were opened on July 7, 2020 and two (2) bids were received.  Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid. A matrix of the bid outcome is included herein. 

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract.  The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  E-Z Bel Construction, LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to E-Z Bel Construction, LLC in the amount of $2,167,864.31 of which $13,000.00 will be reimbursed by SAWS and $125,902.50 will be reimbursed by CPS Energy for the Thomas Jefferson High School (Area Streets) project, a 2017 Bond funded project, located in Council District 7. 

 

The project will provide for street and lighting improvements within the Thomas Jefferson High School area.  Improvements will include landscaping and lighting at the Wilson Boulevard median and the restoration of a fountain and landscaping at Thespian Island.  The project will also include the underground utility conversion for traffic signal upgrades at the intersection of Wilson Boulevard and Donaldson Avenue, Wilson Boulevard and Club Drive as well as lighting and other associated improvements along Donaldson Avenue from Wilson Boulevard to Kampmann Boulevard.  Project construction is anticipated to begin in September 2020 and estimated to be completed by November 2021.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in an amount of $2,167,864.31 payable to E-Z Bel Construction, LLC. Of this amount, $13,000.00 will be reimbursed by SAWS and $125,902.50 will be reimbursed by CPS Energy. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in an amount of $2,167,864.31 of which $13,000.00 will be reimbursed by SAWS and $125,902.50 will be reimbursed by CPS Energy for the Thomas Jefferson High School (Area Streets) project.
