Contract Award: Seeling Channel Phase 3 Project (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance awarding a construction contract including three additive alternates to Sundt Construction, Inc. in the amount of $14,774,909.41 of which $1,147,770.74 will be reimbursed by San Antonio Water System (SAWS) and $335,891.70 will be reimbursed by CPS Energy for the Seeling Channel Phase 3 project, a previously authorized debt and 2017 Bond funded project, located in Council District 7.  Funds are available from previously authorized debt proceeds and the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $18,000,000.00 for the Seeling Channel Phase 3 project located in Council District 7.  This project is a continuation of a multi-phase floodplain improvement project of Seeling Channel from Morning Glory to upstream of St. Cloud to include curbs, sidewalks, driveway approaches, street reconstruction and landscape amenities as needed and within available funding.  Funds in the amount of $720,000.00 were approved as part of FY 2018 Budget for the W. Summit Alley project to address localized drainage issues and the reconstruction of curbs, sidewalks and driveways on W. Mulberry Avenue and W. Huisache Avenue from St. Cloud to Morning Glory.  To ensure design and construction continuity, the W. Summit Alley project was designed and will be constructed in conjunction with the Seeling Channel Phase 3 project.  Construction is anticipated to begin in September 2020 and estimated to be completed July 2022.

 

Procurement of Services

A Request for Competitive Sealed Proposals (RFCSP) was released in February 28, 2020 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the electronic bidding site CivCast.  Responses were due on April 21, 2020, and four (4) proposals were received.  A selection committee consisting of representatives from the City Manager’s Office, Public Works and CPS Energy evaluated and ranked the submissions and scored the proposals. Scoring was based on the published evaluation criteria, which included: Evaluation of Experience and Qualifications of the Prime Firm, Understanding of the Project and Proposed Management Plan, Overall evaluation of the firm/team and its ability to provide the required services, Price Proposal and participation in the SBE and M/WBE Prime Contractor Programs.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee applied the Small Business Enterprise Prime Contract Program with 5 Evaluation preference points. Additionally, the Goal Setting Committee set 21% Minority/Women Business Enterprise (M/WBE) and 3% African American Business Enterprise (AABE) subcontracting goals. Sundt Construction, Inc. has committed to meeting the subcontractor participation goals.

 

This contract was developed utilizing a formal Request for Competitive Sealed Proposals (RFCSP) process; therefore, as required by the Ethics Ordinance, a Discretionary Contracts Disclosure Form has been included herein as an attachment.

 

 

ISSUE:

 

This ordinance awards a construction contract including three additive alternates to Sundt Construction, Inc. in the amount of $14,774,909.41 of which $1,147,770.74 will be reimbursed by SAWS and $335,891.70 will be reimbursed by CPS Energy for Seeling Channel Phase 3 project, a previously authorized debt and 2017 Bond funded project, located in Council District 7.

 

This project is a continuation of a multi-phase floodplain improvement project of Seeling Channel which will address floodplain mitigation from Morning Glory to upstream of St. Cloud including curbs, sidewalks, driveway approaches, street reconstruction and landscape amenities as needed.  The additive alternates awarded as part of this project will include improvements to W. Summit Alley addressing localized drainage issues and the reconstruction of curbs, sidewalks and driveways on W. Mulberry Avenue and W. Huisache Avenue from St. Cloud to Morning Glory.  Joint-bid utility work including water, sewer and gas infrastructure upgrades will also be completed as part of the project.  Construction is anticipated to begin in September 2020 and estimated to be completed July 2022.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project; however, considering the additional time required for another solicitation process this would adversely affect the timely completion of the project. 

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount of $14,774,909.41 payable to Sundt Construction, Inc. of which $1,147,770.74 will be reimbursed by SAWS and $335,891.70 will be reimbursed by CPS Energy.  Funds are available from previously authorized debt proceeds and the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract including three additive alternates in the amount of $14,774,909.41 to Sundt Construction, Inc. of which $1,147,770.74 will be reimbursed by SAWS and $335,891.70 will be reimbursed by CPS Energy for the Seeling Channel Phase 3 project.
