Contract Award:  San Pedro Springs Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to ASD Consultants, Inc. in the amount of $1,119,347.00 for the San Pedro Springs Park project, a 2017 General Obligation Bond funded project, located in Council District 1.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $1,800,000.00 for improvements to the San Pedro Springs Park located in Council District 1.  The San Pedro Springs Park project will provide for general park improvements to include but not limited to the removal of the existing softball fields, construction of a new walking trail equipped with pedestrian lighting and benches, parking modifications, lighting and electrical upgrades, new sidewalks, historic acequia repairs, accessibility modifications, landscaping and irrigation.  Also included, as part of this project is installation of sign monument on the corner of San Pedro Avenue and Myrtle Avenue.  Construction is anticipated to begin in September 2020 and estimated to be completed by April 2021.

 

Procurement of Services

This project was advertised on April 15, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, and through the electronic bidding website CivCast.  Bids were opened on May 19, 2020 and three (3) bids were received. Of these, ASD Consultants, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African-American Business Enterprise (AABE) subcontracting goal. ASD Consultants, Inc. has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the qualified low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to ASD Consultants, Inc. in the amount of $1,119,347.00 for the San Pedro Springs Park project, a 2017 General Obligation Bond funded project, located in Council District 1.

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $1,119,347.00 payable to ASD Consultants, Inc.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $1,119,347.00 to ASD Consultants, Inc. for the San Pedro Springs Park project.
