Purchase of ToxiRaE Pro System

SUMMARY:

An ordinance authorizing a contract with Municipal Emergency Services, Inc. for the purchase and delivery of 54 ToxiRaE Pro LEL sensors and 8 calibration stations for a total cost of $52,721.72. Funding is available from the FY 2018 Urban Areas Security Initiative Grant.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached tabulation of four bids to provide the San Antonio Fire Department (SAFD) with 54 ToxiRaE Pro LEL sensors and 8 calibration stations. These detectors will allow all front-line engine companies to be able to detect flammable or explosive gases during emergency responses. This will greatly enhance detection capability during these dangerous situations city-wide in all council districts. The ToxiRaE Pro equipment LEL sensor uses a catalytic bead technology and provides rapid detection of potentially explosive atmospheres. In addition, the 8 calibration stations will help to decentralize the calibration process keeping fire apparatus in service with quicker turn-around times by locating calibration stations in each district.


ISSUE:

This one-time purchase with Municipal Emergency Services, Inc. will provide the San Antonio Fire Department (SAFD) with 54 ToxiRaE Pro LEL sensors and 8 calibration stations to assist in the early detection of flammable or explosive gases by front line engine companies located city-wide. This is a one-time purchase valued at $52,721.72.

This contract is within the scope of the SBEDA Program. However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

In accordance with the Local Preference Program, no local preference was applied, since the local bidder is not within 3% of the recommended lowest non-local bidder.
