SUBJECT:
Vehicle use agreement between the City of San Antonio Office of Emergency Management and the Southwest Texas Regional Advisory Council (STRAC) for STRAC to utilize a 2019 Dodge Ram 4500 Crew Cab Frazer Urban Command Unit as a deployable resource to provide emergency response to disaster areas in South Texas.
SUMMARY:
This ordinance authorizes the Office of Emergency Management to enter a no cost vehicle use agreement with the Southwest Texas Regional Advisory Council (STRAC) to utilize a 2019 Dodge Ram 4500 Crew Cab Frazer Urban Command Unit. The 2019 Dodge Ram 4500 Crew Cab Frazer Urban Command Unit, equipment was purchased for $149,400.00, pursuant to Ordinance 2018-10-04-0775, with insurance claims funds from Hurricane Harvey. The Department of Homeland Security (DHS) and the State of Texas have approved this project. The Frazer Urban Command Unit will be utilized by STRAC as a deployable resource to provide emergency response to disaster areas in South Texas.
BACKGROUND INFORMATION:
STRAC is an organization designed to facilitate the development, implementation, and operation of a comprehensive trauma care system based on accepted standards of care to decrease morbidity and mortality and will enhance the City’s ability to respond and recover from emergencies in disaster areas within the region. STRAC will be responsible for all liability, maintenance and servicing of the trailer and awning.
The Frazer Urban Command Unit is a deployable resource to provide emergency response to disaster areas in South Texas. The Frazer Urban Command Unit will be primarily utilized in the Emergency Support Function-8 Functions in San Antonio, Bexar County and the Trauma Service Area Region P (map attached). This Frazer Urban Command Unit will be used to pull support trailers for the Emergency Medical Task Force (EMTF), Mobile Medical Unit (MMU), in addition to Water Rescue Responses in the TSA-P Region.
This Frazer Urban Command Unit will be used by STRAC for a period of fifteen years. At any time the City deems it necessary or STRAC does not adhere to the vehicle use agreement, the City can require the Frazer Urban Command Unit be returned for other regional response efforts.
STRAC will be responsible for the license, inspection, insurances, and maintenance of the Frazer Urban Command Unit.
ISSUE:
This ordinance authorizes the Office of Emergency Management to allow the Southwest Texas Regional Advisory Council (STRAC) use of a Frazer Urban Command Unit for at no cost to the City.

FISCAL IMPACT:
There is no fiscal impact to the City of San Antonio. The vehicle use agreement is for $0.00 and requires STRAC to be responsible for all licensing, maintenance, insurance, and repair costs.
RECOMMENDATION:
Staff recommends for approval of this vehicle use agreement.
