Eight Cubic Yard Rear Load Refuse Truck

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with Rush Truck Centers of San Antonio to provide the Solid Waste Management Department (SWMD) with one Hino 195H Hybrid Eight Cubic Yard Rear Load Refuse Truck for a total cost of $152,939.06. Funding is available from the FY 2020 Solid Waste Management Department Operating and Maintenance Fund.

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached offer from Rush Truck Centers of San Antonio to provide the SWMD with one Diesel-Hybrid Hino 195H Hybrid eight cubic yard rear load refuse truck for FY 2020.

 

This contract will provide SWMD with one additional eight cubic rear load refuse truck for use by the SWMD warehouse to empty residual waste from returned trash carts prior to storage. The proposed refuse truck will also be utilized at the department warehouse and at special events to supplement collection efforts.

 

This SWMD fleet addition is a planned improvement to keep other refuse collection trucks on their dedicated routes, instead of diverting to the warehouse for cart clean up prior to storage.  This is a small refuse collection vehicle that will operate using both diesel and battery power.  There are currently eight diesel-hybrid refuse collection trucks in service.  This additional unit will increase the diesel-hybrid fleet to a quantity to nine.

 

ISSUE:

 

This contract will provide the SWMD with one Diesel-Hybrid Hino 195H with an eight cubic yard Loadmaster Body. This is an additional unit to the SWMD fleet that will be used to empty residual waste from returned trash carts prior to storage at SWMD warehouse.

 

The life expectancy of this equipment is 96 months.

 

The refuse truck cab and chassis are covered by a five-year warranty, the engine and transmission are covered by a five year/200,000 miles warranty. The refuse body is covered by a one-year warranty.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

This award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

ALTERNATIVES:

 

Should this contract not be approved, the SWMD warehouse would continue using existing refuse trucks to empty residual waste from returned trash carts prior to storage.  Currently SWMD diverts refuse collection trucks from their dedicated collection routes to accomplish this task. The return cart cleanup would continue at a less efficient rate than having a dedicated eight cubic yard rear load refuse truck for the SWMD warehouse. 

 

 

FISCAL IMPACT:

 

Funding for the purchase of the Hino 195H Hybrid Eight Cubic Yard Rear Load Refuse Truck in the amount of $152,939.06 is available from the FY 2020 Solid Waste Management Department Operating and Maintenance Fund.

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with Rush Truck Centers of San Antonio for the purchase one Hino 195H Hybrid Eight Cubic Yard Rear Load Refuse Truck for the Solid Waste Management Department for a total cost of $152,939.06.

 

This contract was procured on the basis of a Public Health or Safety Exemption and Contract Disclosure Forms are not required.
