Contract Award: Animal Care Services Quarantine Kennel HVAC Upgrade



SUMMARY:

An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $559,058.00 to L.C. Mosel CO., LTD. for the Animal Care Services Quarantine Kennel HVAC Upgrade project. Funding is available from the Deferred Maintenance Program and is included in the FY 2020 - FY 2025 Capital Improvement Program.




BACKGROUND INFORMATION:

Animal Care Services Quarantine Kennel has 55 kennels and provides shelter and isolation for pets under observation for rabies. Approximately 50 pets are housed on a daily basis, with thousands of pets moving through the building every year. The purpose of this project is to replace the facility's existing HVAC system. The upgrades will improve temperature controls and air quality throughout the entire building. This project is scheduled to start on September 2020 and be completed by March 2021.


This project was advertised on April 29, 2020 as a low qualified bid in the San Antonio Hart Beat, City's website, Texas Electronic State Business Daily, on TVSA and through the electronic bidding website CivCast. Bids were opened on June 2, 2020 and 8 bidders responded, of which 2 bidders were deemed non-responsive. Of these 8 bidders, L.C. Mosel CO., LTD. submitted the lowest responsive bid.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. L.C. Mosel CO., LTD. has committed to meet the 20% Small Business Enterprise (SBE) subcontracting goal.
