SUBJECT:

Appointment to the San Antonio Water System Board of Trustees, South Sector

SUMMARY:

On Monday, August 3, 2020, the City Council Governance Committee interviewed seven applicants for three seats on the San Antonio Water System Board of Trustees. Applicants were interviewed for the North and South Sectors and the Southeast Quadrant. The Committee nominated three applicants for consideration by the full Council.

At the Thursday, August 6, 2020 Council Meeting, the Council approved the nomination of Jelynne Burley for the North Sector and Leticia Ozuna for the Southeast Quadrant for the remainder of four year term of office expiring May 31, 2022. The South Sector position was not filled and consideration of that appointment was postponed to a later Council date. Candidates interviewed by the Governance Committee may be considered for appointment to this position for the remainder of the unexpired term, expiring May 31, 2024.

BACKGROUND INFORMATION:

On April 30, 1992, the City Council created the San Antonio Water System by Ordinance 75686. Section 32 of this Ordinance prescribes management of the System by a Board of Trustees, which includes the Mayor as an ex-officio member. Paragraph D provides that all vacancies on the board shall be filed by a majority vote of all members of the City Council then holding office.

The San Antonio Water System Board of Trustees is vested with the complete management, control and operation of the Water System. The Board controls the expenditure and application of the revenues of the System and makes recommendations to the City Council concerning rates, fees, and changes for services rendered by the System.
