Update on the Proposed Fiscal Year 2021 NHSD Budget and Business Plan

BACKGROUND INFORMATION:

The Neighborhood and Housing Services Department's Proposed FY 2021 Operating Budget includes $34.9 million for staffing and administration of housing programs. The proposed FY 2021 Affordable Housing Budget totals $25 million. This includes $11.4 million from the General Fund and $13.6 million from HOME and Community Development Block Grants (CDBG.)
The Emergency Housing Assistance Program will revert to its original name; The Risk Mitigation Fund. The proposed budget includes $5.25 million to continue emergency housing and relocation assistance, Right to Counsel, and partnership with the Justice of the Peace courts.
ISSUE:

Staff will provide an update on the proposed FY 2021 Budget.
The Neighborhood and Housing Services Department's Proposed FY 2021 Operating Budget includes $34.9 million for administration and $25 million for programs. Programs to be funded in FY 2021 include:
* $2.25 million for the Under One Roof Program which replaces worn roofs with energy efficient white roofs. Funding will be allocated city-wide. Assistance is provided in the form of a one-time grant up to $14,000 (no cost to applicant).
* $7.78 million for Housing Preservation and Repair to assist low to moderate income homeowners with all aspects of rehabilitation and construction including weatherization and lead-based paint abatement and remediation.
* $450,000 for the Homebuyer Assistance Program that provides down payment assistance for first time income-qualified home buyers.
* $5.25 million for the Risk Mitigation Fund to mitigate the impacts of displacement. The fund will offer emergency financial assistance for rent, mortgage or relocation costs to residents facing an advers...
