SUBJECT

 

Approval of a seven (7) year interlocal agreement granting VIA Metropolitan Transit (VIA) continued access to the City-owned lattice tower located at 150 Arrid Road, situated within Southside Lions Park (also known as Hi-Lions Park), to construct, operate, control, and maintain an automated vehicle location system (AVLS).

 

 

SUMMARY

 

VIA would like to retain existing AVLS facilities situated on the City-owned lattice tower located at 150 Arrid Road.  City Council approved the original interlocal agreement in 1999, in Ordinance 89205, and the term of the interlocal agreement was extended in Ordinance 2006-05-04-0541.

 

 

BACKGROUND INFORMATION

 

The City owns a lattice tower located at 150 Arrid Road, San Antonio, TX 78201. The tower is situated within Southside Lions Park (also known as Hi-Lions Park). VIA has maintained AVLS facilities on the tower since 1999.  City Council approved the original interlocal agreement in Ordinance 89205, and the term of the interlocal agreement was extended in Ordinance 2006-05-04-0541.  Allowing VIA continued use of the tower is in line with the City’s goal to minimize the proliferation of telecommunications towers and antennae by promoting the co-locations of multiple users on a single tower. 

 

This proposed interlocal agreement is for a seven (7) year term and includes two (2), five (5) year renewal terms. Each renewal option requires City Council approval.

 

The annual amount for the lease agreement is $36,000 with an annual 3% escalation. The total revenue value over the seven (7) year term of the proposed interlocal agreement is $275,848.64.

 

 

ISSUE

 

VIA would like to retain AVLS facilities on the City-owned tower located at 150 Arrid Road. Allowing VIA continued use of the tower is in line with the City’s goal to minimize the proliferation of telecommunications towers and antennae and is in the best interest of City residents.

 

 

ALTERNATIVES

 

If the proposed interlocal agreement is not approved, VIA will have to remove AVLS facilities from the tower.  VIA will likely relocate these facilities on a different tower or construct its own tower.

 

 

FISCAL IMPACT

 

The annual amount for the lease agreement is $36,000 with an annual 3% escalation. The total revenue value over the seven (7) year term of the proposed interlocal agreement is $275,848.64 which will be received by the Information Technology Services Fund.

 

 

RECOMMENDATION

 

Staff recommends approval of the seven (7) year interlocal agreement.
