SUMMARY:
This ordinance authorizes the City Manager or Designee to negotiate and execute an Interlocal Cooperation Contract between the Texas Department of Public Safety (DPS) and the San Antonio Police Department (SAPD) for a five-year period beginning September 1, 2020 and ending August 31st, 2025.
BACKGROUND INFORMATION:
On August 20, 2015 (ordinance 2015-08-20-0714), SAPD entered into a contract with the Department of Public Safety (DPS), to conduct blood alcohol and drug toxicology analysis.
The San Antonio Police Department is seeking to extend its contractual relationship for these services with DPS. The five-year term of the contract will begin in September 2020 and would end on August 31, 2025. The City's payment to DPS covers the cost of two positions that perform the analysis and operating expenses including blood kits, travel, and equipment expenses. DPS will test approximately 250 blood samples a month and return results within approximately 30 days.
ISSUE:
This ordinance would approve the continuation of a contract with the Department of Public Safety for mandatory blood draw and testing of samples in connection with Driving While Intoxicated (DWI) investigations.
ALTERNATIVES:
The extension of this contract allows SAPD to continue its partnership with the Department of Public Services related to blood alcohol and drug toxicology analysis.
FISCAL IMPACT:
This ordinance authorizes a five-year contract with the Texas Department of Public Safety (DPS) to provide blood alcohol and toxicology analysis for the San Antonio Police Department (SAPD) in an amount of $174,457.34 for the first year of the contract.
