Contract Award: West Commerce Street (Frio Street to Colorado Street) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including two additive alternates to Harper Brothers Construction LLC in the amount of $10,384,984.94 of which $1,417,706.50 will be reimbursed by San Antonio Water System (SAWS) and $538,868.00 will be reimbursed by CPS Energy for the West Commerce Street (Frio Street to Colorado Street) project. Funds are available from Certificates of Obligation, the General Fund and the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - 2025 Capital Improvement Program.

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $10,000,000.00 for street and drainage work in relation to the West Commerce Street (Frio Street to Colorado Street) project located in Council District 5.  The design for this project was developed in coordination with Council District 5, Public Art San Antonio, the San Antonio River Authority, Union Pacific Railroad and the surrounding community.  Through an extensive public engagement process, input was obtained from the community to identify improvements to help serve existing businesses, spur economic development opportunities and improve connectivity and mobility to create more pedestrian and business friendly areas within the West Commerce Street Corridor.

 

This project provides for the reconstruction of West Commerce Street from Frio Street to Colorado Street including the addition of bike facilities, pedestrian lighting, landscaping and drainage improvements to Alazan Creek.  Also included is joint-bid utility work and structural bridge improvements to the Commerce Street, Buena Vista Street and Guadalupe Street bridges.  Construction is anticipated to begin in October 2020 and estimated to be completed March 2022.

 

Procurement of Services

This project was advertised on June 17, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through electronic bidding site CivCast.  Bids were opened on July 21, 2020 and four (4) bids were received. Of these, Harper Brothers Construction LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set 25% Minority/Women Business Enterprise (M/WBE) and 3% African American Business Enterprise (AABE) subcontracting goals. Harper Brothers Construction LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract including two additive alternates to Harper Brothers Construction LLC in the amount of $10,384,984.94 of which $1,417,706.50 will be reimbursed by San Antonio Water System (SAWS) and $538,868.00 will be reimbursed by CPS Energy for the West Commerce Street (Frio Street to Colorado Street) project, located in Council District 5.

This contract provides for the reconstruction of West Commerce Street from Frio Street to Colorado Street including the addition of bike facilities, pedestrian lighting, landscaping, drainage improvements to Alazan Creek, joint-bid utility work and structural bridge improvements to the Commerce Street Bridge. The joint-bid utility work will include water, sewer and gas infrastructure upgrades within the project’s limits. The two additive alternates included as part of this contract will provide for the structural bridge improvements to the Buena Vista Street and Guadalupe Street bridges. The structural bridge improvements to be completed on all three bridges will include support structure upgrades, new pavement, cleaning and painting of the bridge columns.  Construction is anticipated to begin in October 2020 and estimated to be completed March 2022.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $10,384,984.94 payable to Harper Brothers Construction LLC.  Of this amount, $1,417,706.50 will be reimbursed by San Antonio Water System (SAWS) and $538,868.00 will be reimbursed by CPS Energy.  Funds are available from Certificates of Obligation, the General Fund and the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including two additive alternates to Harper Brothers Construction LLC in the amount of $10,384,984.94 of which $1,417,706.50 will be reimbursed by San Antonio Water System (SAWS) and of which $538,868.00 will be reimbursed by CPS Energy for the West Commerce Street (Frio Street to Colorado Street) project.
