SUBJECT: Memorandum of Agreement between Animal Care Services and Joint Base San Antonio
SUMMARY:
An Ordinance authorizing a memorandum of agreement (MOA) between the City of San Antonio and Lackland Air Force Base and Fort Sam Houston Army Base known as Joint Base San Antonio for animal care shelter services for a three-year period with the option to renew for three (3), two-year terms. The proposed MOA would result in the City impounding up to 60 additional pets annually and collecting approximately $13,600 annually in revenue.
BACKGROUND INFORMATION:
Animal Care Services (ACS) has provided animal care shelter services to Joint Base San Antonio since FY 2014. Lackland Air Force Base and Fort Sam Houston Army Base, collectively referred to as Joint Base San Antonio (JBSA), have the capacity to pick up stray pets but do not have the facilities or the capacity to provide housing, medical, or live release services for pets.
By City Ordinance, the City cannot provide animal care services to areas not within the City limits which the two Bases fall outside of the City limits. As with prior MOAs, with the proposed MOA, the City would provide JBSA with animal care services under the following conditions:
1. JBSA would be responsible for catching and humanely trapping stray pets and then delivering them to the ACS 151 facility during normal business hours.
2. ACS would accept up to three pets a day, but no more than 60 pets per year from Lackland and Fort Sam Houston combined.
3. JBSA would pay ACS $227 for every pet they bring to the ACS facility (the per animal cost for providing food, housing, medical services and final disposition of a pet at ACS).
4. An additional fee in the amount of $140 would be charged if an animal is brought to ACS when the facility is not open for general public intake services.
The proposed term of the agreement is an initial three-year period, beginning October 1, 2020, with the option to renew for up to three (3), two-year terms.
ISSUE:
This ordinance authorizes the approval of a Memorandum of Agreement (MOA) with Lackland Air Force Base and Fort Sam Houston, collectively referred to as Joint Base San Antonio, for animal care services within the borders of the two bases. Approval of this ordinance would continue a service that has been provided since FY 2014.
ALTERNATIVES:
Should this Memorandum of Agreement not be approved, Lackland and Fort Sam Houston would be required to partner with another organization to shelter the animals they impound.
FISCAL IMPACT:
The Memorandum of Agreement requires Joint Base San Antonio to pay the City a fee of $227.00 per animal brought to ACS and an additional $140.00 for those animals brought to ACS when the facility is not open for general public intake services. The estimated revenue to the General Fund from this agreement is estimated at $13,600.00 annually.
RECOMMENDATION:
Staff recommends approval of a Memorandum of Agreement with Joint Base San Antonio for animal care shelter services.
