Complaint & Administrative Review Board (CARB) Overview

 

 

SUMMARY:

 

Overview of the Complaint and Administrative Review Board (CARB) to include its composition, requirements for participation, role in the sworn disciplinary process and a review of annual caseload.

 

 

BACKGROUND INFORMATION:

 

Article 29 Section 3 of the Collective Bargaining Agreement between the City of San Antonio and Police Officers Association defines the Complaint & Administrative Review Board (CARB).

 

The Complaint & Administrative Review Board (CARB), which is comprised of seven uniformed officers and seven civilians, meets bi-weekly to hear investigations on complaints made against police officers for misconduct, use of force and violations of the SAPD general manual and makes disciplinary recommendations to the Police Chief.
