Contract Award:  Pearsall Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to J. Sanchez Contracting, Inc. in the amount of $2,215,163.82 for the 2017 Bond Program Pearsall Park project located in Council District 4.  Funds are available from the 2017 - 2022 General Obligation Bond Program and the Texas Parks and Wildlife Department (TPWD) for Urban Outdoor Recreation Grant and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $3,000,000.00 for general park improvements within Pearsall Park.  In support of the Park’s Master Plan, the improvements will consist of the construction of a bike park and new park amenities including a parking lot area, lighting, electrical, utilities, an outdoor pavilion facility with a restroom, shade canopies, site furniture, signage and landscaping.  Construction is anticipated to begin in October 2020 and estimated to be completed by September 2021.

 

Previous Council Action

As part of a local park grant program for park improvements to Pearsall Park, TPWD Urban Outdoor Recreation grant funds in the amount of $1,000.000.00 was approved for acceptance by City Council on August 2, 2018 through Ordinance 2018-08-02-0550.  These funds will be used for the construction of a bike park within Pearsall Park.     

 

Procurement of Services

This project was advertised on June 10, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the electronic bidding site CivCast.  Bids were opened on July 14, 2020 and eight bids were received. Of these, J. Sanchez Contracting, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 21% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African-American Business Enterprise (AABE) subcontracting goal. J. Sanchez Contracting, Inc. has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract including an additive alternate to J. Sanchez Contracting, Inc. in the amount of $2,215,163.82 for the 2017 Bond Program Pearsall Park project located in Council District 4.

 

In support of the Park’s Master Plan the improvements will consist of the construction of a bike park and new park amenities including a parking lot area, lighting, electrical, utilities, an outdoor pavilion facility with a restroom, three shade canopies, site furniture, signage and landscaping.  The additive alternate accepted as part of this contract will provide for one additional shade canopy for a total of four new shade canopies to be installed as part of this project.  Construction is anticipated to begin in October 2020 and is estimated to be completed by September 2021. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project; however, considering the additional time required for another solicitation process this would adversely affect the timely completion of the project and potentially result in the loss of the Texas Parks and Wildlife Grant funds.

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount of $2,215,163.82 payable to J. Sanchez Contracting, Inc.  Funds in the amount of $1,215,163.82 are available from the 2017 - 2022 General Obligation Bond Program and $1,000,000 are available from the Texas Parks and Wildlife (TPWD) for Urban Outdoor Recreation Grant and are included in the FY 2020 - FY 2025 Capital Improvement Program. 

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate in the amount of $2,215,163.82 to J. Sanchez Contracting, Inc. for the 2017 Bond Program Pearsall Park project.
