Contract Award: 2020 Corrugated Metal Pipe (CMP) Rehabilitation Task Order Contract (TOC)
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a Task Order Contract to PM Construction & Rehab, LLC dba IPR South Central in the amount of $2,844,078.95 for the 2020 Corrugated Metal Pipe (CMP) Rehabilitation project, a Storm Water Operating funded project, located citywide. Funds are available from the Storm Water Operating Fund and are included in the FY 2021 - FY 2026 Capital Improvement Program.
BACKGROUND INFORMATION:
Project Background
As part of the annual CMP Rehabilitation program, the proposed contract will address approximately 6,000 feet of CMP. Construction is anticipated to begin October 2020 and estimated to be completed by November 2021.
With the adoption of the FY 2021 Budget on September 17, 2020, City Council approved a budget of $2 million for Corrugated Metal Pipe Rehabilitation Program. With this, additional contracts are scheduled to be awarded for participation in the CMP program contingent upon City Council approval of future annual budgets.
Procurement of Services
This project was advertised on April 29, 2020 for construction bids in the following media: San Antonio Hart Beat; the City's website; the Texas Electronic State Business Daily; TVSA and through the electronic bidding site CivCast. Six bids were received and opened on June 2, 2020. PM Construction & Rehab LLC dba IPR South Central submitted the lowest responsive bid as indicated in the included matrix.
This contract is awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned busi...
