Purchase of Transport Trailers
SUMMARY:
This ordinance authorizes acceptance of contracts with Holt Cat and San Antonio Southwest Trailers to provide the City of San Antonio with three replacement transport trailers for the Public Works and Parks and Recreation Departments. Funding in the amount of $75,574.00 is available from the FY 2020 Equipment Renewal and Replacement Fund (ERRF).
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached tabulation of five bids to provide the Public Works and Parks and Recreation departments with three replacement transport trailers. This purchase will replace one each half round end dump trailer and two each heavy equipment transport trailers in the City’s fleet.
The half round end dump trailer will be utilized by the Public Works Department, Storm Water Division to remove debris from storm channels. The two heavy equipment transport trailers will be utilized by the Public Works and Parks and Recreation Departments to transport front loaders and other street and park maintenance equipment throughout the City.
There are currently twenty-three dump bed trailers and eleven equipment transport trailers of these types currently in service.
ISSUE:
These contracts will provide the Public Works and Parks and Recreation Departments with one each half round end dump trailer and two each heavy equipment transport trailers replacements. The trailers will be utilized to remove debris from storm channels, transport front loaders and other street and park maintenance equipment throughout the City. The replacement of these units is consistent with the City’s Equipment Renewal and Replacement Fund (ERRF) program
All trailers are covered by a one-year warranty that will start on the day each trailer is place in service. The life expectancy for this equipment is 120 months.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
The recommended award is to the lowest responsive bidders, who are also local businesses. Therefore, application of the Local Preference Program was not required.
The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
The current transport trailers scheduled for replacement have met their age requirement and are no longer economically feasible to repair. Should the replacement equipment not be purchased, the alternative is to continue to use the existing equipment and incur increased maintenance costs and potential delays in the delivery of essential channel debris cleaning, street repair, and park maintenance services for the City.
FISCAL IMPACT:
This ordinance authorizes acceptance of contracts with Holt Cat and San Antonio Southwest Trailers to provide the City of San Antonio with three replacement transport trailers for the Public Works and Parks and Recreation Departments.
Funding for this purchase is available from the FY 2020 Equipment Renewal and Replacement Fund (ERRF) Budget in the total amount of $75,574.00.
RECOMMENDATION:
Staff recommends the approval of these contracts with Holt Cat for a cost of $37,450.00 and San Antonio Southwest Trailers for a cost of $38,124.00 for the purchase of three transport trailers for a total cost of $75,574.00.
This contract was procured based on low bid and Contracts Disclosure Forms are not required.
