SAPD/EOC-Explosive Ordnance Disposal Suit, Helmet and Accessories

 

SUMMARY:

 

An ordinance authorizing a one-time purchase from Safeware, Inc. to provide two Explosive Ordnance Disposal Suits, Helmets and Accessories for the San Antonio Police Department, Emergency Operations Center for a total cost of $77,855.05.  Funding for this purchase is available from the 2018 State Homeland Security Grant.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Safeware, Inc. to provide two Explosive Ordnance Disposal (EOD) Suits, Helmets and Accessories for the San Antonio Police Department (SAPD), Emergency Operations Center (EOC). The EOD suit and components are intended to be utilized by the SAPD/EOC Bomb Technicians.  This suit complies with Federal Bureau of Investigation, the National Bomb Squad Commander’s Advisory Board requirements and meet the requirements set forth in the U.S. National Institute of Justice NIJ 0117.01 Public Safety Bomb Suit Standard.  All FBI Trained Public Safety Bomb Technicians are certified and trained through the FBI Hazardous Devices School on the use of the EOD 9 and EOD 10E Bomb Suits. The equipment is engineered to provide protection against blasts, the effects of overpressure, fragmentation and flash heat associated with the detonation of improvised explosive devices, unexploded ordnance, land mines, rocket propelled grenades, and other battlefield munitions.  The modular suits provide protection to increase survival and minimize risk of severe injury due to explosive hazards.

 

This acquisition is targeted to specifically replace existing suits purchased in 2015 that have exceeded the manufacture’s 5-year ballistic shelf life.  This equipment sustains the team’s capability to render safe improvised explosive devices and remove injured civilians or responders from a blast zone.  Utilizing this type of personal protective equipment allows for the immediate mitigation of the threat of improvised explosive devices and reduces the amount of time an area is restricted from normal activity and has the capability to prevent the incident from expanding.

 

This purchase is made citing a public health and safety exemption. Med-Eng bomb suits meet the U.S. National Institute of Justice NIJ 0117.01 Public Safety Bomb Suit Standard and the Homeland Security Grant specified this equipment. A Request for Offer (RFO) was released to distributors of Med-Eng bomb suits on August 21, 2020 and closed August 26, 2020.  One response was received from Safeware, Inc.

 

 

ISSUE:

 

This one-time purchase with Safeware, Inc. will provide two Explosive Ordnance Disposal (EOD) 10E Suits, Helmets and Accessories for the San Antonio Police Department, Emergency Operations Center (EOC). This purchase will consist of equipment for two complete EOD 10E bomb suits, helmets, battery charger kits, foot protection, forced air suit cooling set, and battery housing with battery cell kits.

 

All equipment has a 2 year warranty and all new equipment has a 5 year ballistic shelf life.

 

This contract is within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

There were no bids submitted from local bidders; therefore, the Local Preference Program was not applied.

 

The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

SAPD will potentially lose the grant funding allocated due to the EOD suits and components have a 126 day lead time.  This may lead to the Police Department Bomb Technicians not having suitable EOD suit and equipment protection needed for emergency situations.

 

FISCAL IMPACT:

 

This ordinance authorizes a one-time purchase with Safeware, Inc. to provide two explosive ordnance disposal suits, helmets and accessories for the total amount of  $75,855.05. Funding for this purchase is available from the 2018 State Homeland Security Grant.

 

 

RECOMMENDATION:

 

Staff recommends the approval of the one-time purchase of the Explosive Ordnance Disposal Suits, Helmets and Accessories for a total cost of $77,855.05 with Safeware, Inc. Funding is available from the 2018 State Homeland Security Grant.

 

This contract is procured citing a public health and safety exemption and a contract disclosure form is not required.
