SUBJECT:

 

Amendment and the extension of the Interlocal Agreement with North East ISD at Roosevelt High School.

 

 

SUMMARY:

 

This ordinance approves  a one (1) year extension with two (2) automatic one (1) year renewals of Interlocal Agreement  with North East ISD at Roosevelt High School to provide public library services to the general public from the Molly Pruitt Library located in Roosevelt High School (District 2). Joint-use of the library began on October 1, 2009.  The one (1) year extension with two (2) automatic one (1) year renewals of the contract is through September 30, 2023.

 

Currently, the Pruitt Library is providing contact-free pickup of Library materials and access to Wi-Fi in the parking lot as part of the Library’s Phase 2 of services during the COVID-19 pandemic. Under pre-COVID-19 conditions, the Pruitt Library Services included access to materials, public computers, programming, a children’s area, meeting room space, reading areas, and public restrooms within the 3,680 square feet library space. Additionally, Wi-Fi was also available within and immediately outside the facility.

 

 

BACKGROUND INFORMATION:

 

Using a successful joint-use model, the Library entered into an Interlocal Agreement with NEISD when school district determined that Roosevelt High School would be re-built.  Joint-use of the library began on October 1, 2009.  The one (1) year extension with two (2) automatic one (1) year renewals of the contract is through September 30, 2023 for an estimated annual amount of $699,380. 

 

As part of the 2003 General Obligation Bond election, the voters of San Antonio approved the dedication of $900,000.00 in COSA Bond Funds toward the cost of the construction with NEISD for a joint-use library at Roosevelt High School. Using the prevailing model of the Reagan High School (NEISD) school/library partnership, the City approved a similar arrangement to serve the underserved area near the Roosevelt High School in City Council District 2. Along with design and development and allocation of library spaces, bond funding also provided for furnishings and shelving to accommodate public library materials and services.

 

 

ISSUE:

 

This ordinance approves an extension of the Interlocal Agreement between the San Antonio Public Library and the North East Independent School District for the continued joint use of the Molly Pruitt Library at Roosevelt High School as both a high school library and a public library. The current agreement expires on September 30, 2020 and the extension is for one (1) year with two (2) automatic one (1) year renewals to allow SAPL and NEISD to consider the impact of current operations during the COVID-19 pandemic.   Currently, the Pruitt Library is providing contact-free pickup of San Antonio Public Library materials and access to Wi-Fi in the parking lot as part of the Library’s Phase 2 of services during the COVID-19 pandemic.

 

The Interlocal Agreement between NEISD and SAPL provides public service to a part of San Antonio that is currently underserved. Neighboring public libraries are situated over three miles away from the Pruitt Library location and there are no current plans to build a San Antonio Public Library facility to serve the area. If a permanent SAPL facility were established, it would be a matter of policy for the San Antonio Public Library Board of Trustees to determine whether or not to dissolve the agreement with NEISD.

 

 

ALTERNATIVES:

 

If the Interlocal Agreement is not extended, this community will have to seek public library services outside of a three-mile radius.

 

 

FISCAL IMPACT:

 

This ordinance approves  a one (1) year extension with two (2) automatic one (1) year renewals of Interlocal Agreement  with North East ISD at Roosevelt High School to provide public library services to the general public from the Molly Pruitt Library located in Roosevelt High School (District 2). Joint-use of the library began on October 1, 2009 and with this the one (1) year extension and with two (2) automatic one (1) year renewals, the  of the contract will expire is through September 30, 2023.  Funding to support this Interlocal Agreement in the amount of $699,380 has been included in the San Antonio Public Library’s FY 2021 Adopted General Fund Budget.

 

 

RECOMMENDATION:

 

After 10 years of established and successful library service at the Molly Pruitt Library at Roosevelt High School, staff recommends approval for the one (1) year extension with two (2) automatic one (1) year renewals of the Interlocal Agreement between the San Antonio Public Library and the North East Independent School District.  The extension and renewal options will allow SAPL and NEISD to consider the service adaptions associated with the impact of the COVID-19 pandemic on the operations of the Molly Pruitt Library at Roosevelt High School as well as other service modifications.
