SUBJECT:

 

Purchase of Parking Electronic Citation Writers

 

 

SUMMARY:

 

This ordinance authorizes a contract with Tyler Technologies, Inc. for the purchase of thirty electronic citation (E-Citation) writers in the amount of $81,994.00 for Center City Development and Operations Department.  Funding for this purchase is available in the FY 2021 Adopted Parking Operating & Maintenance Fund Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is the offer submitted by Tyler Technologies, Inc. utilizing the Sourcewell Cooperative Contract 110515-TTI for the purchase of thirty E-Citation writers and accessories to be utilized by Center City Development and Operations’ (CCDO) Parking Enforcement Unit. These devices will be deployed citywide and within the downtown core area.

 

This procurement will provide CCDO with new E-Citation writers to replace unserviceable devices. Additionally, the new devices will be an upgrade from currently deployed devices and will include access to new Android operating system technology. The San Antonio Police Department and Municipal Courts have established contracts with Tyler Technologies for the backend operating system (Brazos) and similar devices. The units in use by the CCDO Department are obsolete and no longer eligible for maintenance and support through the product manufacturer.

 

The E-Citation writers will be an upgrade from the current Windows OS Mobile devices to an Android platform. These devices will be used to enhance current operations and better serve the parking enforcement patrols on city streets, surface lots and the outer core servicing neighborhoods patrolling for safety violations which include but are not limited to parking too close to fire hydrants, crosswalks, traffic control devices, as well as the improper parking of oversized vehicles and blocking of access to public areas.

 

The term of the agreement shall begin upon approval of the contract by City Council and terminate upon successful delivery and acceptance of fully operational hardware. CCDO has elected to purchase a five-year product warranty as part of the total purchase price.

 

 

ISSUE:

 

This action will approve a contract with Tyler Technologies, Inc. to provide CCDO with thirty E-Citation writers and accessories to include chargers, standard and thermal paper and printers and a five-year product warranty for a total cost of $81,994.00.

 

This purchase is made utilizing the Sourcewell Cooperative contract 110515-TTI and is made in accordance with the National Joint Powers Alliance (Sourcewell) Cooperative Program passed on Ordinance 2009-02-12-0102, Dated 2/12/09.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program (VOSBPP) does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the department would be required to delay the acquisition of manufacturer supported E-Citation writers thus limiting the efficiency of parking enforcement staff. CCDO staff would have to continue to operate obsolete equipment that is no longer supported by the manufacturer.

 

 

FISCAL IMPACT:

 

Funding for this purchase in the amount of $81,994.00 is available from the FY 2021 Adopted Parking Operating & Maintenance Fund Budget.

 

RECOMMENDATION:

 

Staff recommends approval of a contract with Tyler Technologies, Inc. in the total amount of $81,994.00 to purchase thirty E-Citation writers and accessories in order to service the parking enforcement needs of the downtown core and citywide neighborhoods.

 

This contract was awarded utilizing cooperative purchasing and a Contract Disclosure Form is not required.
