SUBJECT:

 

FY 2021 - 2022 Task Order Contract for Traffic Calming

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding the FY 2021 - 2022 Task Order Contract for Traffic Calming in an amount not to exceed $1,730,928.50 to E-Z Bel Construction, LLC for neighborhood traffic calming construction and other miscellaneous traffic related projects located throughout the City.

 

 

BACKGROUND INFORMATION:

 

With the adoption of the FY 2021 Budget on September 17, 2020, City Council approved $1 million for citywide Neighborhood Traffic Calming Program and $219,900 for each City Council District Office for the Neighborhood Access Mobility Program (NAMP). The Neighborhood Traffic Calming program includes funding for materials such as illuminated traffic signs and equipment such as speed limit feedback trailers as well as engineering services including consultant design for projects, evaluation and construction.  NAMP includes funding for the design and construction of speed humps, flashing beacon installation, sidewalk repair and installation, curb ramp construction and other localized traffic calming and mobility infrastructure improvements.

 

This contract will be utilized to construct traffic calming projects identified as part of the Neighborhood Traffic Calming Program and will allow for staff to efficiently implement projects currently in design to be funded for construction within the next fiscal year.  Additionally, this contract will provide for the capacity to implement projects of similar scope identified in other infrastructure programs such as NAMP. Work activities will be allocated in the form of task orders as availability of funds are identified. 

 

Procurement of Services

The FY 2021 - 2022 Task Order Contract for Traffic Calming was advertised on July 15, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the electronic bidding site CIVCAST.  Bids for this contract were opened on August 7, 2020 and two bids were received.  Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

These contracts will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 21% Minority and Women Business Enterprise (MWBE) subcontracting goal and a 2% African American Business Enterprise (AABE). E-Z Bel Construction, LLC has committed to these goals set by the Small Business Economic Development Advocacy (SBEDA) Program.

 

This construction contract was developed utilizing the low bid process; therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards the FY 2021 - 2022 Task Order Contract for Traffic Calming in an amount not to exceed $1,730,928.50 to E-Z Bel Construction, LLC for neighborhood traffic calming construction and other miscellaneous traffic related projects located throughout the City.

 

This task order contract will be utilized to construct traffic calming projects identified as part of the Neighborhood Traffic Calming Program and will provide for the capacity to implement projects of similar scope identified in other infrastructure programs such as NAMP.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve this ordinance and request Public Works staff to complete these projects; however, the resources needed and the equipment required for this type of work are currently not available to timely complete these projects.

 

FISCAL IMPACT:

 

This ordinance accepts the lowest responsive bid and awards the FY 2021 - 2022 Task Order Contract for Traffic Calming in an amount not to exceed $1,730,928.50 to E-Z Bel Construction, LLC.  Funds are not encumbered by this action.  Potential funding sources may include, but are not limited to, the General Fund, the Advanced Transportation District (ATD) Fund and Neighborhood Access and Mobility Program (NAMP) funds.

 

Requirements and associated work activities shall be detailed in individual task orders as availability of funds is identified.  The City makes no minimum guarantee pertaining to the volume of work.  If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

RECOMMENDATION:

 

Staff recommends approval of the FY 2021 - 2022 Task Order Contract for Traffic Calming in an amount not to exceed $1,730,928.50 to E-Z Bel Construction, LLC for neighborhood traffic calming construction and other miscellaneous traffic related projects located throughout the City.
