Contract Award: Brooks City Base Inner Circle Road (Louis Bauer Drive to Research Plaza) (2017 Bond)
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract to Yantis Company, Inc. in the amount of $2,642,096.74 of which $38,910.00 will be reimbursed by CPS Energy for the Brooks City Base Inner Circle Road (Louis Bauer Drive to Research Plaza) project, a 2017 Bond funded project, located in Council District 3. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.
BACKGROUND INFORMATION:
Project Background
On May 6, 2017 voters approved the 2017 Bond Program, which authorized a total of $23,400,000 for three bond projects to construct street improvements within Brooks City Base located in Council District 3. Funds were provided for the extension of South New Braunfels Avenue, Research Plaza and Inner Circle to support development occurring at and around the Brooks City Base property including industrial, commercial, retail and residential development.
This contract will provide for the construction of the Brooks City Base Inner Circle Road (Louis Bauer Drive to Research Plaza) project. The project will extend Inner Circle Road from Louis Bauer Drive to Research Plaza through construction of a three-lane roadway with bike lanes, curbs, sidewalks and landscaping improvements along Inner City Road. Utility and storm drain system improvements will also be included as part of the construction of this project. Construction is anticipated to begin in October 2020 and estimated to be completed by October 2021.
Procurement of Services
This project was advertised on June 11, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the electronic bidding site CivCast. Bids were opened on July 24, 2020 and twelve (12) bids were received. Of these, Yantis Company, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 10% Minority/Women Business Enterprise (M/WBE) and a 1% African-American Owned Business Enterprise (AABE) subcontracting goal. Yantis Company, Inc. has agreed to meet the subcontractor participation goals.
This construction contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.
ISSUE:
This ordinance accepts the lowest responsive bid and awards a construction contract to Yantis Company, Inc. in the amount of $2,642,096.74 of which $38,910.00 will be reimbursed by CPS Energy for the Brooks City Base Inner Circle Road (Louis Bauer Drive to Research Plaza) project, a 2017 Bond funded project, located in Council District 3.
This contract will provide for the construction of the Brooks City Base Inner Circle Road (Louis Bauer Drive to Research Plaza) project. The project will extend Inner Circle Road from Louis Bauer Drive to Research Plaza through construction of a three-lane roadway with bike lanes, curbs, sidewalks and landscaping improvements along Inner City Road. Also included as part of this project, is the construction of a new storm drain system with Low Impact Development (LID) features along Inner Circle Road; and, utility improvements consisting of water, sewer, recycled water, gas and underground electric work. Construction is anticipated to begin in October 2020 and estimated to be completed by October 2021.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project; however, considering the additional time required for another solicitation process this would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $2,642,096.74 payable to Yantis Company, Inc. Of this amount, $38,910.00 will be reimbursed by CPS Energy. Funds in the amount of $1,778,186.74 are available from the Brooks City Base Inner Circle Road project and $825,000.00 are available from the Brooks City Base Stinson Corridor project to construction street, storm water and utility related improvements along and intersecting Inner Circle Road and Research Plaza. Funding from both projects are available from 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to Yantis Company, Inc. in the amount of $2,642,096.74 of which $38,910.00 will be reimbursed by CPS Energy for the Brooks City Base Inner Circle Road (Louis Bauer Drive to Research Plaza) project.
