SUBJECT:

An ordinance authorizing a Development Agreement for an amount not to exceed $90,000 between the Board of Directors for Tax Increment Reinvestment Zone Number Eleven, City of San Antonio, and SA Williams Historical National Museum for eligible public improvements for the Williams Historical National Museum Project located at 506 Montana Street in Council District 2.


SUMMARY:

This Development Agreement facilitates the eligible public improvements to include plans to renovate the historic St. Joseph African Methodist Church and to memorialize the rich history of the east side and convert the building into a museum. In addition, the extensive renovation work will focus on plumbing, electrical, carpentry, HVAC, restoring historical furniture and fixtures and public improvements needed to upgrade the infrastructure. The project has a total cost of $330,900.

BACKGROUND INFORMATION:

In June 2020 the Williams Historical National Museum applied for funding from the City's Tax Increment Financing Program to undertake the oversight and delivery of the Williams Historical National Museum Project. This project will convert the historic St. Josephs African Methodist Church into an interactive museum that preserves the rich history of local African American leaders of the 20th and 21st century. The museum will introduce visitors to local nationally renowned leaders that brought growth and prosperity to the community. The museum plans on hosting group tours, on-site and on-line sale of artifacts, and host private events.

On August 26, 2020 the Inner City TIRZ board approved funding in an amount not to exceed $90,000 for eligible public improvements. The project is expected to commence in October 2020 with an expected completion date of December 31, 2021.
