SUBJECT: Post-Solicitation Briefing for Airfield Improvements Package 7 - Remove Bridge, Remove Municipal Solid Waste, and Reconstruct Taxiway R (Connector)

The City regularly partners with the Federal Aviation Administration (FAA) for continued Airport Improvement Program (AIP) grant funding for eligible large and critical airfield projects at the San Antonio International Airport. This year, the City was able to apply for Coronavirus Aid, Relief, and Economic Security Act (CARES) funds as well. On June 11, 2020, the City Council authorized grant applications in support of the Airfield Improvements Package 7 project which consisted of a base bid for the demolition of the Taxiway (TW) R connector bridge, excavation, removal and disposal of buried Municipal Solid Waste, and the backfill and sodding of the excavation. Additive alternates were included for (1) construction of full-strength concrete Taxiway pavement; (2) construction of asphalt shoulders along Taxiway; (3) demolition of a portion of the temporary Taxiway bypass for conversion to a vehicle service road; and, (4) mill and overlay of RW 13L-31R.

In September 2020, the FAA notified the City that funding for the additive alternates would be shifted to FY 2021 grant submittal for AIP funding. As the solicitation of these services followed Local Government Code 2269, the Aviation Department is recommending City Council authorize a contract award for the base bid to the successful respondent.
