Impaired Driving Mobilization DWI Enforcement Grant application from the Texas Department of Transportation
SUMMARY:
The San Antonio Police Department will provide the Public Safety Committee with a briefing on a grant application for the Texas Department of Transportation (TXDoT) Impaired Driving Mobilization (IDM) program for the period of December 15, 2020, through September 30, 2021. The grant amount is $65,000 with an in-kind match of $16,250 for a total program of $81,250.
The grant application is scheduled for City Council consideration in “A” Session on November 5, 2020.
BACKGROUND INFORMATION:
On August 21, 2019 the San Antonio Police Department (SAPD) received an invitation from the Texas Department of Transportation (TxDOT) to apply for a $65,000.00 Impaired Driving Mobilization Grant (IDM) for DWI enforcement. The grant provides overtime resources dedicated to augment SAPD’s efforts to reduce the incidence of DWI.
The City's in-kind contribution of $16,250 will come from the cost of the vehicles used while performing grant activities and the cost of the administrative personnel managing the grant.
Past fiscal year Impaired Driving Mobilization (IDM) grant awards from the Texas Department of Transportation include:
• 2010 - Awarded $100,000.00
• 2011 - Awarded $ 30,000.00
• 2019 - Awarded $ 50,000.00

FISCAL IMPACT:
The grant application is for $65,000 and requires an in-kind match of $16,250 for a total program budget of $81,250. The in-kind match is included in the Police Department FY 2021 Budget and is comprised of cost of the vehicles (fuel, maintenance, and repairs) used while performing grant activities and the administrative the administrative personnel costs to manage the grant.
RECOMMENDATION:
Staff recommends that the Public Safety Committee forwards this grant to the City Council for approval and acceptance of grant if awarded at a future “A” Session on November 5.
