SUMMARY: Briefing on a purchase one All Terrain Medical/Fire Response Vehicle (MedCat) for the San Antonio Fire Department.


BACKGROUND INFORMATION:

The San Antonio Fire Department (SAFD) responds to high-risk medical incidents where the use of a protected vehicle would enhance response by making it safer to retrieve injured patients from "hot zones" and protect fire personnel. These incidents include barricaded subjects, active shooters, intentionally set fires, hostage incidents, and heavy storms or hurricanes.

The MedCat is a multi-purpose response and rescue vehicle. It is designed to transport multiple patients and can withstand winds up to 233mph for response during tropical and tornadic weather events and is able to traverse high water up to 40 inches. It is built to withstand ballistic attacks up to .50 caliber for active shooter incidents where patient extrication from the Hot Zone is required and is able to drive on terrain inaccessible to other rescue vehicles. This vehicle would allow Firefighters and Paramedics to put out fires or move people away from a "hot zone" - such as a situation where there's an armed person shooting at bystanders or someone who might open fire.

The Fire Department intends to purchase an All Terrain Medical/Fire Response Vehicle (MedCat) from Lenco Industries in the amount of $346,972 through a General Services Administrative (GSA) Cooperative Agreement. The Cooperative Purchasing Program allows state, local, and tribal governments to purchase IT, security, and law enforcement products and services offered through specific Schedule contracts and from approved industry partners.
