Palletized Paint Sprayer
SUMMARY:
This ordinance authorizes a contract with Vogel Traffic Services dba EZ Liner for the purchase of a palletized paint sprayer for a total cost of $83,963.45 for the Aviation Department. Funding is available from the FY 2021 Airport Operating & Maintenance Fund.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is a tabulation of one bid submitted by Vogel Traffic Services dba EZ Liner for the purchase of a palletized paint sprayer in the amount of $83,963.45 for the Aviation Department. The palletized paint sprayer will be utilized by the department to paint runway and taxiway markings at both San Antonio International Airport and Stinson Municipal Airport. The new paint sprayer will replace an existing 12-year old sprayer which is now at the end of its useful life.
The City issued an Invitation for Bid (IFB) for “Palletized Paint Sprayer” (IFB 6100012907) for the San Antonio International Airport on July 22, 2020 with a submission deadline of August 14, 2020. One bid response was received from Vogel Traffic Services dba EZ Liner which meets the solicitation requirements and is recommended for contract award.
ISSUE:
This contract is for the purchase and delivery of a palletized paint sprayer. The paint sprayer will be utilized by the Aviation Department to paint the runway and taxiway markings needed at both San Antonio International Airport and Stinson Municipal Airport. The paint sprayer will have the capability of being mounted on various existing Aviation equipment to include a 3/4-ton heavy duty pickup, 1-ton pickup, or a flatbed. This purchase will also include two, 8 hour days of training for the Aviation staff on the use and care on of the paint sprayer.
The palletized paint sprayer has a one-year warranty on all parts, labor and warranty services.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.
The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
Should this contract not be approved, the Aviation Department will, to the extent possible, continue to use its existing, obsolete 12-year old paint sprayer. Because of the age and obsolesce of the current paint sprayer, it is not economically feasible to repair and maintain.
FISCAL IMPACT:
This ordinance authorizes a contract with Vogel Traffic Services dba EZ Liner for the purchase of palletized paint sprayer for the Aviation Department for a total cost of $83,963.45. Funding is available from the FY 2021 Airport Operating & Maintenance Fund.
RECOMMENDATION:
Staff recommends approval of an ordinance for acceptance of a contract with Vogel Traffic Services dba EZ Line for the purchase of a palletized paint sprayer for the Aviation Department for a total cost of $83,963.45.
This contract was procured on the basis of low bid and a Contracts Disclosure form is not required.
