Contract Award: Eisenhauer Road/Northwood-Devonshire Drive Area Phase 1 (2017 Bond)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to Capital Excavation Company in the amount of $6,020,093.26 of which $1,046,838.78 will be reimbursed by San Antonio Water System (SAWS) and $276,222.00 will be reimbursed by CPS Energy for the 2017 Bond Eisenhauer Road/Northwood-Devonshire Area Phase 1 project, located in Council District 10. Funds are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $8,000,000.00 for drainage improvements for the Eisenhauer Road/Northwood-Devonshire Area Phase 1 project located in Council District 10.

 

The Eisenhauer Road/Northwood-Devonshire Drive Area Phase 1 project is the first phase of a multiphase plan to relieve flooding by providing increased capacity to stormwater facilities in affected areas.  The improvements to be completed as part of Phase 1 will include the removal and replacement of the existing undersized box culverts and outfall crossing located at Harry Wurzbach with new larger storm water facilities to allow increased capacity to the drainage channel.  The additive alternate included as part of this contract will provide for construction of a new underground storm sewer segment from the intersection of Albin Drive and Brookside Street extending to the intersection of Pike Road and Albin Drive.  Joint bid utilities will also be included as part of this project.  Construction is anticipated to begin in November 2020 and be completed by December 2021.

 

Procurement of Services

This project was advertised on July 22, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through electronic bidding site CivCast.  Bids were opened on Friday August 28, 2020 and six bids were received.  Of these, Capital Excavation Company submitted the lowest responsive bid as indicated in the included matrix.

 

This contract is awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation. The Goal Setting Committee set a 23% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise (AABE) subcontracting goal.  Capital Excavation Company has submitted an approved waiver of these goals.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could require staff to re-advertise the project; however, considering the additional time required for another solicitation process this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $6,020,093.26 payable to Capital Excavation CompanyOf this amount, $1,046,838.78 will be reimbursed by SAWS and $276,222.00 will be reimbursed by CPS Energy.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to Capital Excavation Company in the amount of $6,020,093.26 of which $1,046,838.78 will be reimbursed by San Antonio Water System (SAWS) and $276,222.00 will be reimbursed by CPS Energy for the Eisenhauer Road/Northwood-Devonshire Drive Area Phase 1 project.
