SUBJECT:

Routine Airport Maintenance Grant Program at Stinson Municipal Airport


SUMMARY:

City Council consideration authorizing $100,000.00 from the Stinson Revolving Fund of which the Texas Department of Transportation will reimburse the City up to $50,000.00 for a grant as part of the Routine Airport Maintenance Program (RAMP) for improvements at the Stinson Municipal Airport.


BACKGROUND INFORMATION:

The Aviation Division for TXDOT helps cities and counties obtain and disburse federal and state funds for general aviation airports in the Texas Airport System Plan, which includes Stinson Municipal Airport. TXDOT administers the RAMP which matches local government grants up to $50,000.00 for basic airport improvements. As a requirement of the program, a local government must execute the grant prior to work being performed.

Reimbursements from RAMP have assisted in addressing several smaller scale projects at Stinson Municipal Airport. Examples of past projects reimbursed by the program include the build-out of office space within the terminal building, storm water outfall repairs, and roof repairs to a city-owned hangars and buildings. TXDOT does not require projects eligible for RAMP reimbursement to be identified prior to execution of the grant; however, the Aviation Department plans to continue with the improvements performed under the FY 2020 grant to purchase and install upgraded vehicle gates; purchase new runway and taxiway sign panels to replace faded signs; and to address general airport maintenance as funding applies.


ISSUE:

This action is consistent with City Council's policy of improving facilities at Stinson Municipal Airport and utilizing federal or state funding when available.
