Custom Cargo Vans
SUMMARY:
This ordinance authorizes a contract with Rolltechs Specialty Vehicles, LLC. to provide two customized vans for the Parks and Recreation and the Metropolitan Health District departments. Funding in the amount of $136,279.90 is available from the Adopted Capital Budget and in the amount of $122,961.80 from the Texas Department of State Health Services Grant, for a total amount of $259,241.70.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached bid tabulation from Rolltechs Specialty Vehicles, LLC. to provide two custom vans.
The first custom van is a mobile fitness van and would be an addition to the City’s fleet. This van will support the Mobile Fit Program managed by the Parks and Recreation Department for mobile fitness opportunities and assessments. The proposed van will have an audio system, storage for fitness equipment, built in television monitor for fitness classes, and electrical needed for a health kiosk. The Mobile Fit San Antonio Program van will provide free fitness classes to include a variety of exercise activities such as boot camps, aerobic based exercise, yoga, Zumba and others. With the health kiosk addition, residents can also be aware of indicators commonly linked to general health and the risk of developing a health-related condition. The vehicle will travel to parks, schools, and community events throughout the year upon request.
The second custom van will serve as a mobile clinic for the Metropolitan Health District and would also be an addition to the City’s fleet. The mobile clinic van will travel to parks and other areas of high risk within the community to conduct outreach and testing for the STD/HIV services. The mobile van will be specialized to perform phlebotomy services and patient consultations. The size of the van makes it easily maneuverable in both residential and commercial areas.
ISSUE:
This purchase will provide a customized fitness van for the Parks and Recreation and a custom mobile clinic van for the Metropolitan Health District departments. These vans are additional units to the City’s fleet.
The life expectancy of these vans is 120 months.
These vans come with a 36,000 miles or 36 months warranty.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference is applicable to this contract.
ALTERNATIVES:
Should the purchase of these customs vans not be approved, the Parks and Recreation Department would be limited to use of the existing custom Mobile Fit van for fitness outreach to the community. The Metropolitan Health District would be limited to continue to use the existing mobile clinic vehicle and would possibly compromise and limit services for City residents.
FISCAL IMPACT:

RECOMMENDATION:
Staff recommends the approval of this contract with Rolltechs Specialty Vehicles, LLC. in the total amount of $259,241.70 for the purchase of two customized vans.
This contract was procured on the basis of low bid and a Contracts Disclosure Form is not required.
