Contract Award: O. P. Schnabel Park Entrance & Bridge (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to Davila Construction, Inc. in the amount of $684,340.16 of which $235,232.96 will be reimbursed by San Antonio Water System (SAWS) for the O. P. Schnabel Park Entrance & Bridge project, a 2017 Bond funded project, located in Council District 7.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $1,100,000.00 for roadway and drainage improvements associated with the O. P. Schnabel Park Entrance & Bridge project located in Council District 7. 

 

The project will reconstruct the roadway to install a bridge culvert near the O.P. Schnabel Park entrance to reduce drainage issues, enhance safety and access. Project construction is anticipated to begin in December 2020 and is estimated to be completed by April 2021.

 

Procurement of Services

This project was advertised on July 29, 2020 for construction bids in the following media: San Antonio Hart Beat, the City’s website, the Texas Electronic State Business Daily, TVSA and through the electronic bidding site CivCast. Bids were opened on September 1, 2020 and eight bids were received. Of these, Davila Construction, Inc. submitted the lowest responsive bid as indicated in the included matrix.

 

This contract is awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation. The Goal Setting Committee set a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  Davila Construction, Inc. has committed to meeting this subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to Davila Construction, Inc. in the amount of $684,340.16 of which $235,232.96 will be reimbursed by San Antonio Water System (SAWS) for the O. P. Schnabel Park Entrance & Bridge project, a 2017 Bond funded project, located in Council District 7.

 

The project will reconstruct the roadway to install a bridge culvert near the O.P. Schnabel Park entrance to reduce drainage issues, enhance safety and access.  Joint-bid utility sanitary sewer improvements will also be included as part of the construction of this project.  Project construction is anticipated to begin in December 2020 and is estimated to be completed by April 2021.

 

 

ALTERNATIVES:

 

As an alternative, City Council could require staff to re-advertise the project; however, considering the additional time required for another solicitation process this would extend the completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $684,340.16 payable to Davila Construction, Inc.  Of this amount, $235,232.96 will be reimbursed by SAWS.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to Davila Construction, Inc. in the amount of $684,340.16 of which $235,232.96 will be reimbursed by SAWS for the O. P. Schnabel Park Entrance & Bridge project.
