Contract Award: Heath Road/Grissom Road Intersection (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to New Age General Contractors, Inc. in the amount of $741,536.52 of which $144,079.46 will be reimbursed by San Antonio Water System (SAWS) for the Heath Road/Grissom Road Intersection project, a 2017 Bond funded project, located in Council Districts 6 and 7.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $1,100,000.00 for street and traffic control improvements associated with the Heath Road/Grissom Road Intersection project located in Council Districts 6 and 7. 

The project will reconstruct and widen Heath Road to accommodate turning at Grissom Road and Timberhill at Grissom Road intersections.  Improvements include a turning lane southbound at the intersection of Heath Road and Grissom Road including new traffic signals, signage and the restriping of traffic lanes to facilitate a changeable turn lane for northbound traffic on Timberhill at Grissom Road intersection.  Construction of new curbs, sidewalks, driveway approaches, accessibility ramps and joint-bid utility water main installation and adjustments will also be completed as appropriate. Construction is anticipated to begin in December 2020 and estimated to be completed by June 2021.

Procurement of Services

This project was advertised on July 15, 2020 for construction bids in the following media: San Antonio Hart Beat, the City’s website, the Texas Electronic State Business Daily,  TVSA and through the electronic bidding site CivCast.  Bids were opened on August 11, 2020 and four bids were received.  Of these, New Age General Contractors, Inc. submitted the lowest responsive bid as indicated in the included bid summary matrix.

 

This contract is awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise (AABE) subcontracting goal.  New Age General Contractors, Inc.  has committed to meeting this subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could require staff to re-advertise the project; however, considering the additional time required for another solicitation process this would extend the completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $741,536.52 payable to New Age General Contractors, Inc.  Of this amount, $144,079.46 will be reimbursed by SAWS.   Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to New Age General Contractors, Inc. in the amount of $741,536.52 of which $144,079.46 will be reimbursed by SAWS for the Heath Road/Grissom Road Intersection project.
