SUBJECT:

 

All Terrain Medical/Fire Response Vehicle

 

SUMMARY:

 

An ordinance authorizing an offer with Lenco Industries, Inc. to provide one All Terrain Medical/Fire Response Vehicle (MedCat) for the San Antonio Fire Department (SAFD) for a total cost of $346,972.00 funded from the Adopted Capital Budget.

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the acceptance of an offer from Lenco Industries, Inc. to provide the San Antonio Fire Department (SAFD) with one all-terrain medical/fire response vehicle. The unit is an addition to the SAFD’s fleet and will not be placed into the Equipment Renewal and Replacement Fund.

 

This vehicle will be used by the SAFD to transport emergency response personnel to and from medical and fire situations with increased risk. The SAFD has responded to a number of incidents where a protected vehicle would be beneficial for both injured victim recovery and firefighting purposes. These incidents have involved barricaded subjects and/or active shooters in addition to intentionally set fires where fire was used as a weapon.  The vehicle can also be used to assist with the recovery and protection of civilians in harm's way during terrorist threats, hostage incidents, or encounters with large gatherings of aggressors. The all-terrain medical/fire response vehicle is designed to provide protection from a variety of small arms, explosives and improvised explosive device threats in critical emergency situations that SAFD Fire and EMS respond to.

 

The MedCat features and specifications were determined through industry best practice and SAFD Operational needs. Firefighting capabilities include a 2.5-inch joystick-controlled water nozzle with 320-degree rotation. The interior is a fully equipped EMS unit that has the capacity for up to two patients on stretchers or six patients in seated positions. This vehicle will complement other equipment utilized by specially trained SAFD personnel for high risk/low frequency incidents.

 

ISSUE:

 

The Fire Department briefed the Public Safety Committee regarding the mission and acquisition of this all terrain medical/fire response vehicle on October 20, 2020.

 

This unit will be purchased from Lenco Industries, Inc. utilizing U.S. General Services Administration (GSA) Contract number GS-07F-169DA is made under federal supply schedules of the United States General Services Administration in accordance with Texas Local Government Code § 271.103.

 

This vehicle will have a 3-year warranty on Lenco manufactured components.  The chassis and powertrain will have the standard Ford manufacturer’s warranty that includes a bumper to bumper warranty for 3 years/36,000 miles and powertrain for 5 years/60,000 miles.  The life expectancy of this vehicle is 120 months.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

ALTERNATIVES:

 

Should this contract not be awarded, the San Antonio Fire Department’s ability to protect the public may be compromised during unique fire, medical emergency or terrorist related incidents. The department may be unable to respond appropriately to these incident types where patient care or fire suppression is critical. This could impact the department’s ability to provide the safest response during a high-risk incident resulting in delayed patient care and ineffective service delivery during these incidents.

 

FISCAL IMPACT:

 

This ordinance accepts the offer from Lenco Industries, Inc. to provide one all-terrain medical/fire response vehicle for the Fire Department for a total cost of $346,972.00 funded from the Adopted Capital Budget.

 

RECOMMENDATION:

 

Staff recommends the approval of the contract with Lenco Industries, Inc. to provide one all-terrain medical/fire response vehicle to the Fire Department’s fleet for a total cost of $346,972.00.

 

This contract was procured based on cooperative purchasing and a Contracts Disclosure Form is not required.
