Civil Engineering Design Services Agreement Amendment: Roosevelt Corridor Improvements Project (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance approving the execution of an amendment in the increased amount not to exceed $208,197.50 to the $283,572.00 Civil Engineering Design Services Agreement with Don Durden, Inc. dba Civil Engineering Consultants for additional design services relating to the Roosevelt Avenue (I-10 to South St. Mary’s Street) Project, a 2017 Bond funded project located in Council Districts 3 and 5. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program, which authorized $5,000,000.00 for the Roosevelt Avenue (I-10 to South St. Mary’s Street) project located in Council Districts 3 and 5.  Input from the community was received as part of the public outreach process completed between March 2019 and December 2019.  As a result of the input provided, Roosevelt Avenue will be designed to convert the existing four lane roadway to a three lane roadway from Eagleland Street to Steves Avenue with bike and pedestrian amenities.  Also included, as part of this project will be new sidewalks, curbs and driveway approaches as needed throughout the project limits, the rehabilitation of the St. Mary’s Street UPRR underpass, traffic signal upgrades and drainage improvements.  

 

Previous Council Action

On October 5, 2017, City Council approved a Civil Engineering Design Services Agreement with Don Durden, Inc. dba Civil Engineering Consultants in an amount not to exceed $283,572.00 for the design and construction phase services for the Roosevelt Avenue (I-10 to South St. Mary’s Street) Project through Ordinance 2017-10-05-0742.  The proposed amendment for additional design services will increase the contract by $208,197.50 to a total contract amount of $491,769.50.

This amendment will authorize the additional design services requested and rendered as of July 2020 and compensate Don Durden, Inc. dba Civil Engineering Consultants for additional engineering design, bid, construction phase and close out phase services for the requested project changes. 

 

 

ISSUE:

 

This ordinance approves the execution of an amendment in the increased amount not to exceed $208,197.50 to the $283,572.00 Civil Engineering Design Services Agreement with Don Durden, Inc. dba Civil Engineering Consultants for additional design services relating to the Roosevelt Avenue (I-10 to South St. Mary’s Street) Project, a 2017 Bond funded project located in Council Districts 3 and 5.

 

At the City’s direction, design changes were requested to implement the community’s input resulting from the public outreach meetings conducted between March 2019 and December 2019.  Design changes included the addition of pedestrian elements, storm drain improvements, traffic signal upgrades and a road diet change to provide three lanes of traffic from Eagleland Drive to Steves Avenue to accommodate for the inclusion of bike lanes.  

 

This amendment will authorize the additional design services requested and rendered as of July 2020 and compensate Don Durden, Inc. dba Civil Engineering Consultants for additional engineering design, bid, construction phase and close out phase services for the requested project changes.  Upon approval of this amendment, the project’s design with all of the project changes included is anticipated to be completed in March 2021. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could recommend staff move forward with the original design for the Roosevelt Avenue Corridor project; however, this would result in the loss of an opportunity to implement community’s design input.

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount not to exceed $208,197.50 payable to Don Durden, Inc. dba Civil Engineering Consultants to provide additional engineering design, bid, construction phase and close out phase services for project modifications related to the Roosevelt Avenue (I-10 to South St. Mary’s Street) Project. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of the execution of an amendment to the Civil Engineering Design Services Agreement with Don Durden, Inc. dba Civil Engineering Consultants in an increased amount not to exceed $208,197.50 for additional design services relating to the Roosevelt Avenue (I-10 to South St. Mary’s Street) Project.
